Sheikh Abode a Sore Point in Seychelles

U.A.E. Leader's Mountaintop Mansion Contaminates Island Paradise, and Fuels the President's Political Opponents

LA MISERE, Seychelles—The president of the oil-rich United Arab Emirates has sent millions of military and financial aid to this tiny East African archipelago, a longtime get-away for the rich and famous.
But it's the construction of his private residence here—a seven-story, mountain-top palace with a 360-degree view of the surrounding Indian Ocean—that's getting all the attention these days. More than 8,000 residents, claiming their water source was tainted by sewage and diesel runoff from the construction site, are demanding more than $10 million in compensation from Sheikh Khalifa bin Zayed al-Nayan and a Dubai-based construction company he hired to build the palace.
Sheikh Khalifa's Seychelles palace has ignited a scandal in the jungle-covered nation, which receives large amounts of aid from the U.A.E.

Local environmental and health officials call the contamination the nation's worst environmental disaster ever. Public anger has spread ever since, with activists and landowners claiming negligence by local officials. They accuse the government of letting the sheikh circumvent land-ownership laws and failing to enforce environmental and safety regulations during the construction, which has involved an estimated 2,000 foreign workers.
"Our paradise is lost, and our lives have been turned upside down," says Eddie Westergreen, a land owner and neighbor of Sheikh Khalifa. Mr. Westergreen's modest, low-slung bungalow—surrounded by flowers he grows commercially—is dwarfed by the partly-built palace that, when finished, will be the nation's highest-standing edifice. "Both our own government and Sheikh Khalifa are responsible for destroying it," he says.
The controversy has ignited a scandal in a political landscape typically as serene as the islands' jungle-covered landscape. Angry residents have taken to the street leading to the site a handful of times, blocking construction vehicles' access.
Fueled by the outrage, opposition politicians think they may be able to unseat the ruling party that has reigned here since independence in 1976. President James Michel has painted himself as a close friend of Sheikh Khalifa, and opposition leaders accuse his government of taking short cuts with the project because of the U.A.E.'s financial largesse to the government. Some opposition politicians are promising to overturn the La Misere sale if elected.
A U.A.E. official calls the contamination "unfortunate," and says Sheikh Khalifa's private office in Abu Dhabi, capital of the U.A. E., is working to solve the problem. The official blames the Dubai-based construction company.
Mr. Michel, the president, has also deflected blamefrom Sheikh Khalifa and onto the construction company, Associated Contracting & Consulting Ltd., or Ascon. Ascon is partly owned by Abdulaziz al-Ghurair, a businessman appointed by Sheikh Khalifa to run the U.A.E.'s parliamentary body. Ascon denies any wrongdoing. Company officials say the firm has become a scapegoat in a domestic political battle. Telephone requests for comment from Mr. Ghurair weren't returned.
"Determination of the real causes and extent of such pollution and the allocation of responsibility are questions of fact which fall within the jurisdiction of the courts of law," said Ali Jahubar, an Ascon director, in a written response to questions sent by The Wall Street Journal. "These issues have been subject to political debate and not to due legal process." Mr. Jahubar said last week the company was fired from the project. President Michel, meanwhile, has ordered construction halted. On a recent visit to the site, however, work was still under way.
In addition to his federal position atop the U.A.E. government, Sheikh Khalifa is the hereditary ruler of Abu Dhabi, the capital, as well as the richest of the country's seven semi-autonomous emirates. Seychellois government records show that since 1995, Sheikh Khalifa has spent $2 million snapping up more than 66 acres of land on the Seychelles' main island of Mahe, where the palace is being built. During the same period, the Seychelles' government has received large aid packages from the U.A. E.
In the last five years, the U.A.E. has pledged more than $130 million in social-service and military aid, including several patrol boats to boost the Seychelles' antipiracy efforts. In 2008, the U.A.E. came to the debt-laden government's rescue, with a $30 million injection. U.A.E. officials say the aid is in keeping with its commitment to assist the developing world.
Sheikh Khalifa paid $500,000 for the 29.8-acre site of his palace in 2005, according to the sales document.
Bernard George, a lawyer who negotiated one of Sheikh Khalifa's first land deals in the country, is an opposition member of parliament and one of the palace's harshest critics, accuses the government of ignoring local laws that required a public tender for the 2005 transaction."The sale was stitched up from the start," says Mr. George, a lawyer who also represents the La Misere residents fighting for compensation from Sheikh Khalifa and Ascon.
A Seychelles planning authority initially rejected the palace's building plans. But last year, Mr. Michel's cabinet overturned the decision.
Construction of the palace started last September. A month later, the national utility company warned that the site's plans posed threats to the water supply, according to Joel Valmont, the deputy chief executive of the company.
Joel Morgan, the Seychelles' minister of environment and an aide to Mr. Michel, said the government didn't tender the land because it wanted it to go to Sheikh Khalifa. He says "the letter of the law" might not have been followed in the land sale.
"The government made the offer to Sheikh Khalifa...in the context of building up our diplomatic relations with the U.A.E., which is something that we value very highly," Mr. Morgan said in a recent interview. He declined to comment on the cabinet's decision to override the planning-authority veto of the plans.
Mr. Westergreen said that in October his household well was fouled with diesel runoff coming from the project. Government agencies ordered Ascon to clean it up.
Feb. 13, the sewage system set up by Ascon for workers building the palace, overflowed, sending rivers of waste through the region, home to some 8,100 residents. Mr. Morgan, the environmental minister, says ocal-government agencies and officials from Sheikh Khalifa's office responded quickly to the problem, sending in technical experts and engineers. Amid the local uproar, officials concluded that Ascon ignored health and building codes for their workers. Mr. Morgan says the government fined the company $81,000.
Ascon denies it violated any rules. "Unpredicted weather conditions," including heavy rain, Weather conditions outside the company's control, caused the sewage and diesel leakage, said Ascon's Mr. Jahubar, in his statement.
This spring, Sheikh Khalifa's presidential office offered to pay $15 million to replace the water-piping system for the mountainside. Recently, negotiations between the residents, the company and the U.A.E. have bogged down over terms of a settlement, according to members of the residents committee. Government officials and residents say Ascon has offered to pay roughly $8,000 to each of the 360 households that the government says have been affected by the pollution.
Residents, as well as Mr. Michel, have rejected that offer. Ascon declined to comment on the negotiations.

This is a disgrace for the Seychelles.

I have visited your lovely country three times in the past 7 years. I have always loved the beautiful mountains of Mahe which look so majestic when one flies by before landing at the Mahe airport. The last time I flew in early last year, I did see this building going up but never thought that it would look anything like this. This ugly building does not blend into your beautiful landscape nor does it add any beauty to your islands. In fact, it does just the opposite and greets tourists as a ridiculous adn painful eyesore.

May I suggest to the Sheik that he returns at least some of the beauty to the mountains by hiding his monstrous palace with some beautiful trees, preferably on his front lawn. At least this would go a long way in restoring some sanity to this madness.

Finally, why is it that countries such as Seychelles simply cannot understand that destroying its environment is detrimental to its long-term tourism goals? Is the money or assistance given by the Sheik in this instance worth destroying the livelihood of the country, let alone the natural beauty that God has given you? Or is it simply that the politicians are blinded by money and become so short-sighted that they cannot see the big picture. Your natural beauty should be retained not only for us tourists, but more importantly, for your children and the future generations. A simple lady living in Sussex UK.

Michel's son supposedly committed suicide many years ago using Michel's own gun. At least that's what Michel said, while others said he killed his own son for refusing to go to the NYS. I am sure Michel still has the gun, so maybe he can turn it on himself and blow his brains out seeing he is corrupt and evila nd an atheist. Go join your son Michel you loser. And notice that he sent a message to the muslim community yesterday to congratulate them on Eid. What a joke of a president we have. I have another suggestion for all La Misere residents. You should all buy a few pigs and start a march with your pigs on a leash on Kennedy Road, especially when the sheik pays a visit. Show him what Seychellois pigs and pig shit really looks like. And Michel andMorgan cannot bring up the army to shoot you as this cannot be considered a gathering. One is simply taking one's pig for a walk, just like one would walk a dog. Of course, Michel could then ban pigs in the country to please his boss the sheik. BUt fuck Michel as he is worse than a pig for selling our country to the arabs.

As Jeanne D'arc had rightly said Scholarship in the Seychelles have been much politicized and if we do not put a stop to what is happening to our intelligent youth, the Seychelles would be in a serious trouble. It a fact that a lot of Scholarships have been given to foreigner because according to Michel administration they are more patriotic than the native Seychellois and possibly there are lots of bribes going on under the table. I personally know foreigner who kids only naturalized when they are in their last year at the poly and after that they go on Scholarship. This government official knows about it but they do nothing. Most of them are Indians and Srilankans whose parents are working on expatriates’ contract and they have enough money to pay for the education of their own kids yet their kids are sent on Seychelles Scholarship and these people have no attachment to our country. But as far as they are concerned they have seen how JJ loves his own people they have exploit it to their advantage. So they are not at fault but these crooks that need to be accountable to the people of Seychelles. Unisey is a jj cook plan to give the impression to the youth that he wants to brain washed that every school leavers can go to a university so with his most intelligent Seychellois Dr? Rolf Payet they came up with this grandiose plan university of Seychelles. If Seychelles government cannot equip a secondary school with the basic necessities how can he build a university and sustain a university? Ask Dr? Rolf Payet he knows everything he will provide you with an answer. Just look at our national library very impressive building with dated books and have to rely on public donations. You will never be able to do an academic research by using this library. So our youth are in this mess because the most intelligent ones without connection are being used as sacrificial lamb for political gain. It is facts get that down into your brain lepep not everybody can go to a university and that you do not need a rocket scientist to tell you.
So my advices for you do not give up try to be an eye opener for others so that we can put an end to this madness in the ballot box.

Another advice is to encourage other who are coming up to think about getting a loan to sponsor their own Scholarship because as far as lepep government is concerned Scholarship abroad are reserved for their clique only and the irony about that they are the one with all the lucrative businesses in our country and they are getting a very fat salary and their kids are benefitting from free government Scholarship. What do they contribute for their kids tertiary education nothing? These are real societal parasites. This is what JJ called social justice.

One thing that I have never comprehended is that the main opposition knows the situation and yet they do nothing about that. I believed what they could have done was to try looking for scholarship for these students by lobbying foreign government through their embassies or through their personal contact? Let these people know about the situation of our young people.

Another thing they would have done was to sponsor at least one student every year for a scholarship from their fat salary and a big pension. This would have been a very good gesture to do and this could have given the opportunity to show that they care. And through that they could have motivated some of our youth to join openly the opposition because they would know that these people can do something for them. Due to their inaction this is why most of our youth are joining JJ Spirit foundation because there is no other option. Unfortunately these small things are not important to them as they are also busy taking their lion share of the cake that still in the oven since 5th June 1977.

As the headlines make clear, it is the protests that got international coverage. Other international papers will pick up the story. Journalists will descend on Seychelles for the story.

But they will need more protests to keep the story alive. In fact, any brutal attempts to suppress the protests by the Sheikh's yes-man will mean more coverage in the international press.

Sheikh Khalifa cannot afford to have his reputation tarnished internationally. He will have to stump up the compensation money and in anger he will probably pull down that eye-sore. We are all winners.

Soon the cancer cases will rise.

Some have lost their babies, some have reached near death.

All have suffered and all still shower with bottled water.

All property values have been devalued.

I wonder what drinking water source, will Khalifa's monsterous building use? Helicopter?

Sheik Khalifa needs to stand up and do the right thing as a man and tribal king.

1. Pay these residents the minimum settlement they are asking, which is not much for the damage $350,000.00 each.

2. Show some good faith towards the People of Seychelles, in spite of the idiotic leadership and simply take the building down and replace it with a humble 2 level abode as is customary for the wealthy in Seychelles.

Khalifa will be respected for demonstration of such good faith.

We can put an end to this madness.

To take the building down himself, for Khalifa, a great man, it is nothing and inconsequential to him.

But it will mean alot in principle and economics to the People of Seychelles.

Failing that, I fear our tourism industry will take a bashing over this eye sore for generations to come.

Be it Boulle and Georges they are Notaries. As such they make a living from acting as such in land transactions. The permission to allow an non-seychellois to buy land in Seychelles is given by the Cabinet of Ministers. Since 1977 it has been SPPF/Parti Lepep in power. Boulle or Georges or any other notary does not give permission to foreigners to buy land.

However as a politician, if i were in their place i would not act as notary in these transactions if it conflicts with my plotiical posiition!

As leaders in the community and politicians it is incumbent on them to draw a line in all their affairs. If they do not, then they too become jr.collaborators in selling our patrimony.

If they wear too many hats and forget which one they wear on Monday, by Friday, it needs to be cleared up.

Failing that, they too let the People of Seychelles down.

Thus far these same politicians who want our political support, are also supported by their foreign clients and they do not waste time to do transactions even with GOS for Foreign interests when they can maka a little money.

We need to go beyond that in our politics for the sake of "Sesel Pou Seselwa".

These gentlemen have collaborated with SPPF when it suits their clients interest. The time to draw the line is now, and not defend the bad practice of client over country.

I can see the dilema any lawyer sooner or later meets where he/she is given a case where the job has to be done despite knowing that the client of of crooked character and guilty as sin. One can hide behind the saying 'I'm just doing my job', but there in the mentioned cases the accused are not only laywers, but also political figures whom should show an example. In the case of the land deal I also agree that George could have declined and left the moral dilema to someone else without a conscience regarding national interest.

Sheik Khalifa is indeed a high standing and respected individual.

It is for this reason we ask him to pay his taxes now over $280Million for good imported fraudulently under the Vienna Convnetion.

Secondly, it is for this reason we ask him to settle the highly valid claim of the residents who drank diesel water and shit water, from the polluted source, his agents caused.

Thirdly,because Sheik Khalifa is such a high standing man, we ask him to also take down his eyesore he has built, and reduce the house to within cultural and socially acceptable norms in Seychelles. That is, no longer taller then a coconut tree.

The impact of this building on our skyline in regards to our tourism industry will be devastating in the years to come.

Finally, Sir, our people beg for cigarettes because they are the product of a communist system.

This system, is supported by Sheik Khalifa.

If he did not know that before, I hope he knows it now.

To Freemason critic: i can assure you that there is no such thing as you have proclaimed i.e as freemason having obligations only to freemasons and not others. What Georges did or did not do have nothing to do with him being a mason. In fact masons are obligated towards country and laws foremost!

Other than that, you guys have missed my point! Notaries do not give sanction/permission to buy property. They do not even facilitate that. Even before a transaction of that sort is done, sanction must be obtained from the Govt. It is only then that the Notaries come into play i.e they draw up the transfer deeds and send to register.

But i agree that Georges and Boulle as politicians should be careful in what they do as a profession. However i have yet to hear either Georges/SNP or Boulle say they are against the sale of land to foreigners! What SNP says is that they are against the the Rs 1 sale to Khalifa. Full stop.

SNP says they are against sales scr. 1.00 only because there as been light placed on the subject.

Failing that, they would condone Georges for all the deals. They are numerous, when you include the private land sales.

We cannot have an opposition that partakes and condones the sale of our patrimony, because a few individuals need to earn a comfortable living, banking money over seas.

We must draw the line as a people. These jr. collaborators with SPPF must come clean, and drop the self righteous posture they keep.

Why?

Because they hurt our country and hurt our people. Unfortunately, if we did not bring this to light, they would not even have a clue themselves, because it is a complete departure from their lexicon.

I agree Freemasons are not the issue.

What is at issue, is how our leaders cut deals inbetween the table legs, that hurts our country and sets back our people.
