The Seychelles Column - By Christopher Gill

                        Carnival De Crisis Floating In

No sooner then the Carnival De Carnival was finished, Alain St. Ange, was off to ITB to promote Seychelles as a destination. St.Ange is doing the hustle for Seychelles, and we must all support his efforts.
In a meeting with IMF last year, St. Ange and I pleaded with the IMF to pressure Government of Seychelles for the Tourism Marketing budget he needed. He got most of it, and he is stretching every Rupee he can stretch to make up for what he did not get. Hat’s off to Alain St. Ange.
St. Ange and the entire Tourism Trade, Government and the IMF are looking to Tourism to pull through to bring in the numbers- to propel Seychelles out of national bankruptcy. Every chance he gets, St. Ange applauds the record breaking Arrivals for the World to take notice of the Seychelles. It is not many Arrivals, in fact, a mere 174,600 in 2010. But it is an improvement. That is big news not just for Seychelles, but for the World.
The point is that St. Ange’s tenacious character and individual drive is what brought in the numbers, when many destinations were experiencing a severe downturn in Arrivals. We did much worse under the Haut de Gamme destination banner of Lousteau Lallane and worse under the black and white paradise of Francis Savy in the best of the good times.
Air Seychelles Expands To Falkland Islands…oops!
As Air Seychelles started to fly to the Falklands in 2010, and maintain Four (4)  weekly flights to Mauritius with 60% pre-sold seats to Air Mauritius for Mauritius bound travelers out of Heathrow and Gatwick, St. Ange approached Emirates, Austral, Kenya Airways, and any other airline he could, pleading with them to increase their presence in Seychelles. He did this on behalf of the Tourism Trade and Seychelles, not SPPF-PL or any political party.

At the time, SPPF PL was vacillating between protecting Col. David Savy, Rajiv and helping Captain Adam get Ephelia to float for himself, keeping Eden Island afloat above water in an endless effort of favoritism and cronyism that translated into discriminatory practice against the whole Tourism Trade.
The results of St. Anges’ bold effort will likely save the Industry in 2011, in spite of the discriminatory practices of the Michel Administration the Trade faced and still faces. I urge the Trade to file a suit against the Michel Administration for discriminatory practice in violation of Article 27 Equal Protection Clause. The most hurt, have been Seychellois owned hotels.
IMF is aware of this policy malaise and will consider this mis-step as it assess Seychelles challenges and forecast it’s future when it releases another installment under its administration.
Emirates have increased flights from Dubai from Three (3) flights a week, to Seven (7) flights a week, to Ten (10) flights a week. By the end of the year, they have committed Fourteen (14) flights a week, Two (2) flights a day.
Qatar Airways has started to run larger planes to Seychelles. Additional flights may soon follow.
Air Austral was gone, now it is back as a partner with Seychelles, looking for opportunities to expand further.
Perhaps St. Ange will be able to lure Virgin, or British Airways back or maybe even South African Airways.
At the same time interest was being sparkled in the Seychelles routes, Air Seychelles signed another year contract to fly to the Falkland Islands with the Ministry of Defense of the United Kingdom. James Michel called this a success and a bold new effort on part of the now departed CEO and Chairman of the carrier.
Excessive flights to Mauritius were continued and a new contractors-worker flight to Chennai, India without any Tourism promotions for that market. The Dream liner never came as promised in two elections, but one Twin Otter new, arrived this year, and cost $3 Million, a bit above what was anticipated.
By the time the Twin Otter arrived, Ravij was out and Col. Savy followed soon before the new Twin Otter could be painted with the Air Seychelles logo.
We are waiting for audits of Air Seychelles to be made public and appropriate charges filed against anyone who may have misused funds of the carrier. We are also waiting for the appointment of serious leadership at the national air carrier helm, to save her, save our image as a Country and save her nearly  700 staff that rely on Air Seychelles, for their bread and butter.
Not a day passes that I do not think of these staff at Air Seychelles. I am most certain documents are being shredded for the next Three (3) months to cover up what has passed.
2011 IMF Delegation Meeting
This week, I met with IMF as the delegation led by Mr. Le Dem returned to Seychelles to assess our progress after One (1) year. It does not look as rosy as Michel and company make it all out to be.
While Michel has paid for a Four (4) page advertisement in the Economist this week, to promote his government’s effort to come out of BANKRUPTCY, the IMF dished out the reality beyond the gloss.
IMF says that it “appears” our receivables in Tourism, the “National Yield”, is in fact -15%, after achieving a record breaking Arrival figure in 2010.
While External Debt has received a hair cut, and partially pardoned and reduced just under $500 Million from $870 Million, our Domestic Debt with commercial Banks that sits around Sr. 1.7 Billion is still high. Interest rates of Central Bank Bonds remain below 1%. Banks do not want to give the Domestic Debt a hair cut because they feel they have already taken it in the pants with the devaluation of the Seychelles Rupee.
Low bond rates should have encouraged the commercial Banks to start lending to stimulate more liquidity and activity in the economy, but it has not happened and beyond what Khalifa is doing we are experiencing a deflationary phenomena that is about to be replaced with hyperinflation another extreme.
Banks are still holding on tightly to cash. Growth of 6% has been mainly from Khalifa’s interventions in 2010. The IMF will not go down that road officially. They believe that this is an internal matter for Seychellois to resolve. It will take time but it will be resolved.
Piracy Plague Continues
In addition to lower receivables, we continue to be plagued with piracy attacks in our waters. While our waters are 1.2 million square kilometers, and 99% of the attacks are very, very far off from Mahe, Praslin and La Digue, they are not far from Desroches Island, Alphonse Island, which we hear little about these days.
The Amirantes Group run mainly by Glenny Savy and IDC are in fact close to the pirate attacks. I have been told Savy is training his own troops to defend pirate attacks. Perhaps he can confirm or deny this information and allegation in the Public Interest.
Seven Hundred (700) hostages remain in custody of the pirates and nearly 100 ships held. Seychelles needs to engage the commitment and assistance of solid democratic states and not solicit the help of rogue states or authoritarian regimes.
The PL had made a request to Col. Muammar Gaddafi last year to help in the fight against piracy. Thankfully Col. Gaddafi’s regime was slow to respond. What if Col. Gaddafi had become a main source of assistance today, in the fight against piracy today? We would be in trouble, indeed.
PL bad judgment always cost the People of Seychelles. This time, we were lucky, their wishes were not granted so fast.
Seychelles must engage respectable states that have a dominant permanent role in the region. This includes first India, USA, UK, France EU, and Spain. The recent assistance of India in providing surveillance plane is most welcome. Similarly, the coastal surveillance boats the UK gifted is most welcome. The gifts of boats and base from the UAE, an authoritarian regime, who’s own people have petitioned for free elections this very week, are not welcome in today’s World.
Countries that are stable and respect democratic norms are the best partners we must engage in the long fight against piracy in the region. It is reasonable to assume, that they will be solid partners down the road in the fight against piracy on the high seas, and on the ground in Somalia to establish order and structure. Protests in their streets will not jeopardize their contribution to the anti piracy campaign. Their leaders will not give orders to the Army to shoot their own people. In any case, the army of matured democracies would never follow such an order. In Seychelles, we must move towards democratic maturity to the point that the Army does refuse to shoot any Seychellois.
The Army must defend our territory, not keep it for a dictator, Mr. Govinden.
Water Crisis Goes Year Round
The water crisis use to be a seasonal crisis. With demand pressure from Eden Island and Sheik Khalifa’s residence and workers  on Mahe, Raffles on Praslin, and bore holes exhausted on La Digue, the water crisis is becoming a year long issue that threatens the viability of the Tourism Industry.
We must all call upon IMF to allow Seychelles to borrow sufficient funds to rectify this crisis issue. Funding for water catchments, water production and transfer, treatment is needed as a matter of urgency and we are facing a crisis that will affect the national bottom line, if nothing is done.  How much in refunds will hotels have to give to guests because there is not enough water? How much money must we spend on auxiliary catchments, that we could have spent on guest comfort or solar energy or even double glazed windows?
Seychelles today, cannot grow further without more water storage capacity. Government has failed generations when they failed to meet the water requirements of the country over the years.
They have failed us when they fooled us with AutoCAD computer layouts of plans that never materialized in the same time. They were all just pictures of a dream is what they did for us and ran on SBC to fool the simple minded.
Each time a Seychellois carries a bucket of water, or bathes with a bottle of trucked water, the PL have failed all of us. Each time we must smell the stench of sewage on Mahe the PL fail us. Each time we loose a fridge, or TV  to power surge, PL fails us.  Add it up PL. Add the failure, then tell us the results.
Crisis Beyond Our Shores
As I write this article, the people of Japan are facing a Tsunami of record size. The world’s third (3rd) largest economy is near declaration of State of Emergency and may take the World into a double dip –tip recession, just when we thought we were coming out of the worse recession since the Great Depression.
At the same time, countless neighbors in the Middle East are fighting for greater rights and civil strife for democratic process is in play. Libya has become a war zone. Other Middle East states may follow. The price of fuel will soar in July as demand peaks and supply will be short fallen if production lags in the region.
These two crisis will reach our shores through decline in demand for paradise holidays and significant increase in the cost of living as I said in late 2010. At the time, Danny Faure, Vice President, said,” we do not know, we will have to wait and see”. Well Mr. Faure, foresight is the mother of prevention, in case you did not learn that while taking lessons from Rene or Castro.
As a consequence of price increases and instability in the region, Foreign Direct Investment (FDI) will plunge beyond Michel’s wishful figures declared in his State of The Nation address. His figures are always off 1 or 2 Billion Dollars at a time.
We have seen Pinnacle properties disappear, and Eden Island is slugging it out, without success and will become Vijay Eden, then Seychelles Eden. Each day, less yachts dock at Eden, sales of villas are dropping as fast as flies to a Doom can. After the villa sales stagnate, Eden may start a used golf cart lot for sale of refurbished golf carts, possibly. By that time, Craig Heegar will be gone. We will still be here, like we were here in 1974, 1984, 1994, 2004.
If St. Ange thought last year was tough, 2011 will be even tougher. 2012 will not be easier. His contract is up and Government must sign him up again.
As long as St. Ange stands up for the Trade, we must all stand up for St. Ange.
To those kankan mongers attacking the man, be advised that St. Ange does not work for James Michel…….., he has to work with James Michel and Michel has to work with St. Ange!
The reasons are obvious.
Thank you for all you have done for the Trade and all of Seychelles-Alain, you have allowed us to side step the deluge for now!
I did not see Albert Rene in the parade.

Shouting from the roof tops that we have broken the record of tourist arrivals is good. But what good does that bring (apart from gratitfication for St Ange and Michel)if the revenue does not follow? What's the use of bragging of hundreds of people visiting a shop if they do not spend? Let's address the core issue: Find out why people are not spending. Or maybe the figures put out calculated on the wrong basis? Navy ship sailors on shore leave maybe included in the figures and a ship-load of americans or indians may boost arrival figures but these guys cannot really be classed as tourists for our purposes. Mauritius is again having ab excellent year this year. WHY??????

Very good article indeed and one full of truth. Despite the grim predictions, the truth is indeed there in black and white. I congratulate the author whomever he or she is.

St Ange is indeed doing a great job promoting Seychelles and he is truly a patriot worthy of getting the backing up from us all, both home and abroad. St Ange is however a politician and being so he is stuck between a rock and hard place, especially with his background from the opposition. He did the absolute right political thing when he left the party upon taking the position he has now, but we must remember that it also brought along a certain level of diplomacy requirede from him.

A letter was sent to Nation a few months ago questioning the practice of allowing Emirates to dominate flights to/from Seychelles and St Ange was quick in responding stating that no favourism was made towards Emirates whatsoever and that they did not represent any threat to Sir Seychelles in any way whatsoever. The latter however is a clear proof of St Ange's political siding and diplomatic character as the recent turbulent in our national Airline shows all signs of that all is not too well on the front.

Personlly I do not care what side St Ange is on as long as he keeps up his good work and does whatever he can to promote Seychelles. I believe St Ange has had a quiet start on his new assignment and as the author of the article states, times are getting tough and we will soon see that hiking oil prices will have a rather negative effect on our tourism industry and again that will not only affect Air Seychelles, but also our rich tent aboding friends from the peninsular further North.

As to oil driling next year? Well anyone who works in the oil business knows that it usually takes 12-12 years form drilling till first oil can be celebrated. And if President Michel says anything else he is a bloody liar.

-15% National Yield in Tourism with a record Arrival is one step into the ABYSS.

There are others like Sr. 1.7 Billion in commercial Bank debt that prevents commercial banks from lending as they should. That debt belongs to ALBERT RENE and Michel.

Air Seychelles is not flying in the ABYSS after over 15 years of Col Savy running the airline?

Please talk sense so we can continue to exchange valuable views and ideas.

The other day I was watching the inconvenient truth BY AL GORE and what comes to mind was the way the government of
Seychelles refuse to see the truth about the economy and environmental danger, that is currently facing The Seychelles Islands
Again I stress that nothing will happen unless the people of Seychelles goes through fundamental
changes in their thinking and attitudes.
I suggest they start by voting for a new government.

SNP- seeking an MSR position on Nick Prea Vice Presidential candidate nomination.

Nick Prea is a good man, sitting in a room full of bad men who betrayed the confidence of the entire opposition. Nick knows that, but he is buying time.

While Nick Prea has been humbled noticeably by the nomination, his real test will be what does he do with all the dead beats around him that divide the Opposition for financial gain.

That includes his leader. Ferrari, Georges and company, who have been involved in a systematic campiagn of self enrichment while in the opposition.

I did not see carasmatic David Pierre in the line up. Has something gone wrong? Did you figure out David Pierre counts very well? Well, I suspect you did. But numbers do not lie.

In final, the team looks like a good team to give credibility to an uncredible process and hand a victory to James Michel as promised by your Dear leader FADA 38% salary 70% pension for life priest millionaire.

Please I beg you, let us refocus on the St.Ange,Tourism IMF debates .Do not drag your party dirty laundry here, we might wash it for you.

Mr opinion is that this carnaval was nothing more than the floats organised for National Day celebrations. It was not a carnaval except in the minds of a few but a party. I fell asleep watching it on TV and people i know who went to Victoria that day was not impressed. Then again i have something to compare it to having been to the Venice Carnaval and the last day of the Rio Carnaval a few years ago. One thing the orrganisers forgot is that a carnaval is participative whilst in Seychelles it was just a street show by a hundred or so people. I am sorry i consider this as a flop, we are better off focussing on our strong point: the Creole Festival which makes us different rather than try to rival with the monsters of all carnavals held in Rio, Caribbean and Venise over the same period of time.

As for the receivable over 2010 from the tourism sector, i am not surprised. The so called arrivals may have been beefed up by the visiting navies, and in any case there is nothing to spend on in Seychelles presently if you are a tourist.

St Ange will probably be made a Minister of the SPPF/PL govt after the next elections. I do not think he ever forgave Ramakalawan for leaving him off the list of Ministers in 2006. Knowing the mindset and ego of the Opposition Leaders, i do not see St Ange going back to the SNPs.

The Carnival was small, and we do suffer a grandeur issue, but the point is St. Ange was creative enough to use the venue and event, to lure international press to Seychelles that otherwise would not be here. We do not know the impact of the effort yet, but it was smart to do, with such a limited budget he functions under.

If St. Ange jumps the rubicon to PL, he would have betrayed the entire Tourism Trade, which I do not have the impression that he will do this.I do not see that as an option.

St. Ange issues in SNP are heavy indeed and they go beyond a Ministerial List. Most of his issues focused on the leadership of Ramkalawan. They are "competence" related, I understand.

St. Ange did not sit around to haggle it out, he moved on. Remember, it is the SHTA that pushed St. Ange to STB. He was not pulled in by PL. It is the SHTA that pushed Llanne out of STB, for sleeping on the golf course, too much in a week.

Ramkalawan, has held on, in spite of everyone with half a brain telling him to resign for the last five years.

A dead horse cannot win a race. Nor can a half horse win a horse race.

Look at what you have today, an Opposition presidential candiate, that said the Voters List is Credible, before the Electoral Commissioner did, a candidate in opposition with a 38% salary increase, 70% pension for life, if he does not work ever again. He has nothing to oppose, except demand a Mercedes 300sl every 3 years from PL, like Mancham does.

It is interesting to see how pp cronies are criticizing St.Ange for doing a good job,in fact they would have like that such a success come from Pp in order that they could have glorify Michel,but unfortunately Michel as Pp are obsoleted,they do not have anything to offer than failure.

I just read a Press Release from ITB,

St. Ange had to explain that Air Seychelles is under "Reform", and rightfully asked Condor to add another flight to the Seychelles directly from Frankfurt, a route, Air Seychelles abandoned to do Falklands.

If Condor does 2 flights a week, it would have a major positive impact on the German market that is very loyal to Seychellois hoteliers. 2 flights can lead to 4 -7 flights a week.

With St. Ange work it is important to let the man do the job the TRADE SHTA sent him to do.

This country is in a mess and if we do not take steps to get out of it, we will be in a bigger mess.

St. Ange is selling a "Tourist Destination" he is not selling our patrimony.

There is a distinctive difference.

Christopher, I see that you have serious personal problems with Ramkalawan. I hope that one day you'll tell us all what these problems are because not so long ago weren't you on the stage in an SNP convention? On St Ange, I agree he's doing a good job, happy for him because he has never been able to efficiently run a hotel in his career. Running around the world huffing and puffing is one thing. Producing tangible results is another.Just look at the example of mauritius next door. They quietly get on with what needs to be done and produce results. On the carnival. Let's be serious. Did we need the carnival to bring journalists over? Like your President James Michel, you're delusional in believing that "lemonn pe koz lo nou" just because we organised a pathetic little show in the centre of Victoria at the same time that the Rio and other carnivals were going on? Do you mean this is the "Seychelles Brand" that James Michel is talking about? Do you seriously beleive that this will get tourists flocking to Seychelles? The government should re look at its strategy for this important industry and stop this trial and error policy that we've been having for years now.St Ange is there to implement the government's tourism policy as agreed between the government and the tourism trade NOT to be running his own show. Again, look at success stories, like Mauritius, and learn from them. PLEASE!

My only issue with Ramkalawan is he is not a man of his word, and he has opted for self enrichment at the expense of the betterment of the country. We do not need politicians like that anymore.
Ramkalawan can go get a job somewhere or retire.

On the Trade, you say government has a plan and St. Ange implements it. You are wrong. Government under Michel has been chaotic and had no plan for Tourism. It is the Trade that stepped in to keep it alive.

While I agree with you this little Carnival will not save Seychelles, it is more then Savy or Lallane could ever do for Seychelles image. So We are one step forward in a long March.

Use a name, so I can reply to you invincible.

Condor flzing twice a week to Seychelles will boost arrival for the german is the biggest travelers in the world.I remember also when the german company AFRICAN SAFARI used to operate here how the indsutry benefits a lot and that at all level from hotels occupancy to boat charters etc.Michel and Pp have opted to waste money to promote our country in the Arab world but the fact Pp Arabs though they have the money are not a world where travelling is a tradition like compare to EUROPEANS.Arabs do not go in restaurants ,bars and pubs,enjoy night lives etc like Europeans.In the tourism industry most profits come from food and beverage Pp so we need clients that spend.This does not mean we do not want arabs or other nation but we have to be realistic and promote our country in countries were travelling in a tradition.Apart from condor i will proposethar Mr St Ange tzies to have contact with the Swiis charter Airline named Edelweiss according to my information this Airlines opreates to Cuba,Muaritius,Mexico etc full with passengers on each flights as Swiss people like investing or spend too this will porbably boost the industry too.

Look at Prea's appointment was he favorable for the post?? No!

Inline was Bernard and Ferrari, i bet you if your ead back in one of Gill's article's he gave to proposal for vice candidate and also elaborated on the leadership and what did Ramka do?? He used his EGO.

Just like Savy did with Air Seychelles and now it is at rock bottom.

Who suggested Nicholas Prea or David Pierre??

St Ange may not be selling our patrimony, but he certainly is doing a great job sellout out our national airline. St Ange comes from an SPPUPPFFPL family and his own brother Marston is a close personal friend of Albert Rene doing him little favours(he told me so himself during a booze up once not so long ago). I'm sure Alain's intentions are good, but.....! Don't take anything for granted. Then again, I can see why Ramkalawan didn't want him as a minister, simply because he has the brains that Ramkalawan doesn't.

Doctor Ferrari..was a good doctor no doubt and did save lives as a doctor..too bad he also destroyed the life force out of our country too..someone who used to around saying "Praslin c'est moi" obviously did not love his country enough..
Sent his two older girls to Ireland to do their A-levels and further studies.. "because to quote his wife"his daughters were not going to sit on a bench next to those "boys" at the college" and they were not going to waste their time to return to Seychelles and work like some of us were supposed to after having received a scholarship. The government of Seychelles paid for them to do their A-levels in Ireland.. and not sure who paid for their university education..probably was paid through the Crown Agents.. They are not the only ones who got educated and then stayed away and never paid back their dues..used the system and never contributed ..took a scholarship that should have gone to someone who could not afford.. while their parents were in situations to afford to pay ..how selfish !

Citizenship is inherited form the parents this is called "ius sanguinis" ,Latin means- Law of the blood -or is gained primarily by birth place "ius soli" law of soil", does Ramadoss,Suliman,Shiva,and Co. fit in any of these categories?We Seychellois want to know who dished out our passports to those pseudo-seychellois and under which law?

The different is that all of them were naturalized by following the law of the country which they live in ,not by illegally buying for it.I would assume that if your parents were gifted or bought their new nationality,it is then an illegal act therefore i guess the children born to illegal national would not and could not be automatically a citizen,which is a common practice in many western countries,and this applies to parents on for example expats on GOP etc... in our country.
