Seychelles Comedy - State House Anytime Now

Economic diplomacy, raising taxes & felicitations all round
The President’s main men are on a roll! JenPa has joined MOFA with a bang and is masterminding one of the biggest diplomatic events in our country’s history. As he parades his ambassadors at State House, we note that Ambassadors Siva and Lloyd are sorely missing. JoMo is sharing the limelight and tugging along to bask in the glory. Diplomacy is in overdrive as the new VP drives through the new generation of tax reforms. Messages of joy and sadness are ideal platforms to reinforce our solidarity with the world.

BAWI: A very good morning Mr. President. It seems that those bags under your eyes are getting more and more prominent. This week’s punishing schedule seems to be taking its toll. You need to drink plenty of water Sir and try not to burn the midnight oil.

Mr. President: Hello Bawi! Indeed, I will have to do my little nip tuck job when I go off to Singapore in August. I am due for another makeover. Now that JP has taken over the diplomatic reins, he has turned on the turbo. This conference on maritime security is part of his ambition to raise our country’s profile and garner some additional support and funding to keep us afloat.

BAWI: Indeed Sir. We gathered all our ambassadors for a show of strength and unity of purpose. Good old Pat refused to make the trip from London as he considers the shuffles at MOFA to be an affront to his legacy. We could not convince our large Ambassador SIVA to be part of the party as he considers himself to be a ‘corsair’ par excellence who has raided our country’s booty. JP deliberately snubbed Marie-Pierre and degraded her status. Good old Mo was looking the part following his elevation to His Excellency the Principal Secretary. He has a few cards up his sleeve and we need to get him to spin the Arab chapter of our diplomacy.

Mr. President: I wanted to invite our super ref as well as he has been a true ambassador for Seychelles at the world cup but FIFA did not approve. I ensured that we send some felicitations to Spain and South Africa for a job well done. We need to join in the praises and make our voices heard, vuvuzela style! Both countries are on a high and we can perhaps get them to throw a couple of millions our way.

BAWI: I have also made sure that condolences were dispatched to my second home. I am glad that we are taking precautions with this conference to address terrorism as Al Qaeda seems to be in our midst. We cannot allow them to hit us like they did my ‘brothas & sistas’ in Kampala Bwana! Upesi with these reforms as otherwise we will soon become targets of Al Shabbab!

Mr. President: Take it easy my man! JoMo has everything under control. He is coordinating all the efforts together with JP. They both took delivery of the used patrol boat from the Queen and are setting up the roll over plan. I was very impressed by Danny Boy’s swearing in ceremony. I did not realise that I had such a high calibre man by my side. Did you know that he is Governor of the International Monetary Fund, the World Bank and the African Development Bank? What an accomplished man. I am glad that he has discovered that we are rich from the inside.

BAWI: Indeed Bwana! He is such a simple, humble guy who is solely focussed on doing good for our country. He does not even want to change his Accord for a BMW. He is very ambitious and I will one day be proud to see big bro making it as Prez. He is not far....

Mr. President: I am so glad to have him by my side as we take Seychelles to new heights. He has slipped in a 56% increase in the legislators’ salary with the gross up and now everyone is well taken care of. Who needs an opposition now that everyone enjoys a good pay packet? This is what I call a serious assembly. We are the dream JD ticket for the next elections Bawi and nothing can stop us.

Lizzy walks in with JenPa in tow... he needs no introduction in this abode.

BAWI: Le bourgeois gentilhomme de la diplomatie! This is the most articulate Minister of your cabinet Sir. He has a great vision for your economic diplomacy and has managed to go through the entire backlog and single handedly staged one of the most important conferences in this country. He has injected new blood at MOFA which now has a dynamic edge.

Mr. President: Hello my dear JP! I am so happy that you are paying us regular visits. You are sorely missed around here...

JenPa: Top of the morning my good Sir! Bwana Bawi seems to have settled in quite well. He has always been my sidekick and despite carrying more diplomatic baggage, he is prone to misinterpreting conventions and treaties which caused our international relations to stagnate. We now have a new drive and savoir-faire that will take us to new heights.

BAWI: You were conceived for the job JP. Ambassadorial blood runs through your veins. There is no doubt that boss saw diplomatic minister written all over your face.

JenPa: We have ushered in a new era of ‘cohorporation’ with our partners. We are in capacity building mode. JoMo is right behind me as we stretch this economic diplomacy mindset to encompass the Home Affairs challenges. We see eye to eye on all the issues confronting this administration. We play the ‘good cop bad cop’ tandem to perfection.

Mr. President: I am glad that you are both assessing all your strengths, weaknesses, opportunities and threats. I have a really dynamic team but you guys need to be careful of the threats. I am sure that you are both very savvy politically to turn all these threats into opportunities.

JenPa: Sir! I am a pure breed Adam and do not want to be associated with the Savy brothers. I work hard and these fat boys are just plain lazy and had everything gifted to them on a platter. We are in a building capacity Mr. President. I will soon pass the 3,000 mark of Facebook friends and that is enough for me to be my own man and carry two districts. We have now acquired our plot of land for the Jj Spirit complex which I am sure our good Highness Khalifa will gladly finance. Pauline is here and we shall be putting some strategies in place to counter all the bad press we had lately. Like my new PS would say, ‘C’est de la kakade mon cher Kalibwem’!

Mr. President: I take my hat off to you JP. You have taken our diplomacy to another level. You have succeeded in just a few weeks to put the world spotlight on our small island state. You managed to change our status from ‘Most Indebted Country’ to ‘Most Vulnerable Country on the world’. This is the best scenario put our people’s minds at rest.

JenPa: Indeed Sir. We have defaulted on $230 million bonds and got IMF to bail us out with a $26 million stand-by arrangement. It is a blessing in disguise that this pirate scourge came upon us. We have been hit by hard economic times and I have put a new spin on our diplomacy to come up with this 30 year roll over plan that will essentially keep us in power for another three decades. By that time Bawi and I will be firmly in the State House seats as the JB ticket. Not a bad transition from JD. It is all in the distillation process as the spirit lives on. Fine Scotches indeed! What do you say master spin doctor?

BAWI: Well, we need to address the African problem upesi! I am now lumped with the tourism portfolio and will become accountable for the dwindling revenue despite the increase in arrival numbers. I need to figure this riddle out. I am sure a lot of our revenue is still taking flight. We cannot condone any Bettencourt deals that might threaten to bring this regime to its knees. Let’s get Pauline to do some damage control as she is close to Sarko’s son.

Mr. President: OK boys! You have crammed my agenda with visits of dignitaries from far and wide. We need to drum up all the support we can muster. This exemplary leadership needs to go down the annals of our country’s history. Times are getting tougher. I have the youngest team in this show. I need a makeover. Bawi, please get Lizzy to book me a massage...

JenPa: Great stuff. Let’s work on a new book deal with the working title – ‘Hard Times in Paradise – economic diplomacy or bust!” I am sure this one will be a blockbuster...

Indeed times are tough. We need all the resources to divert the population’s attention from our economic woes. Crisis? What crisis? Money is flowing from multiple sources. We are rich beyond our means. While the world is cutting back due to hard recession times, we are defying the odds with an unprecedented spending spree. Salary increases, fat bonuses, spanking new jeeps, palatial homes and luxury cars... this is the life under the influence of piracy.

I agree fully with B that we are not a dumping site of the idiots of the world, but we have our fair share of people that live in Fear.

“So serious are we about the importance of this industry that our President has personally taken over the tourism portfolio, and his secretary of state is himself the chairman of the country's tourism board,” said Mr St Ange.

I do understand and appreciate the need to corporate and collaborate and this is what the new Seychelles should be all about but please do not insult our sanity and betray your own common sense because this is simply completely nonsense from Allain St Ange.

When the President takes over certain portfolios this always raises questions
1.Absolute control and centralism acts and practices.
2.Ineffectiveness and personnel gains through multiple salaries and rewards.
3.Pure opportunist opportunities to gain intense media attention both nationally and globally.

We can and should work together but stop ass licking and doing the cheap lip services for God’s sake.

SIt is a way of purloining more ofTax payers' money to enrich themselves. For pp it doesn't matter if they don't have any knowledge of thejobs they need to deliver ,it is just for the money,our money.

Michel is grab holding the ministry of tourism in order to continue allowing foreigners to destroy the industry.For instance,Coral Strand no longer exist ,Planatation has been turned into a Palace. And in order that he can illegal continue with his "sell baby sell" programme he has taken hostage our tourism ministry.It can asure you if you ask Michel what is for example the abbreviations of BB,HB,FB, terms found in the hotel industry he won't know.Michel like the titles he has no qualification.

1D1, Alain St Ange is (or was since no one really knows now where he stands) an SNP Leader. SNP Leaders are well known to 'valse' from one extreme to another in a bid to protect their personal interests. Does it surprise you that St Ange is now in the business of cheering JAM.

St Ange has distant himself from SNP leadership a long time ago.

He still occupies post of Treasurer of SNP, but some other non disclosed person handles the accounts. No wonder they had only 40,000.00 rupees in the account, about as much as my gardener has in his.

St. Ange took over after Mrs. Vivian Soundy left, due to lack of order in management of funds to no fault of herself, but the leadership, itself. This is no secret. Soundy has the highest integrity and takes her efforts seriously like any one in business, that has to earn a living.

St. Ange as rightly pointed out in a Weekly article last week, has a very fine line to walk at STB, with James Michel as his immediate boss.

Full disclosure would help on his part of issue of conflict of interest.

At the end of the day, St. Ange works for the business commuity that put him there at STB, through SHTA which I am an executive board member.

At STB St. Ange does not work for Michel JJ or SNP Ramkalawan.

Our Tourism Industry is in tatters, and so far, St. Ange has done a good job in keeping us from sinking, though 2010 will be harder then 2009.

St. Ange has to juggle a lot of balls to keep this industry afloat. I believe at this time, we should leave him alone, and let him do his job, but keep a good watch on end performance annually.

However, he should maintain a professional posture and not venture into politcal stroking publically. If he does, we should call foul.

Finally, St. Ange is not the issue in SNP, it is the now derelict Ramkalawan and his co conspirator Ferrari, who have failed to meet a deadline to unite the opposition, set by Ramkalawan himself in a meeting with me last year before the Speech I made to the SNP Convention.

I gave the speech with the pre-understanding we would work towards unifying the opposition.

Deadline he set himself to me and others present, was the State of Nation address.

I have disclosed this before, on STAR.Since, he does not unite the opposition he becomes the main divideing force. As such, we have to deal with him and expose his shannighans to the public.

I have more to say, but I will rest for now.

Lets not loose focus.

I agree to some of the points raised, however I remain convinced on the my points raised which is about St. Ange believing that if the President is now taking over tourism portfolios this implies being serious.

Then, how do we measure seriousness! Is it when the President takes over leadership!

Is this arrangement the best leadership, commitment, most effective and efficient approach we can put together! Are we flopping on our judgements! If is so, then I am sorry for all of us.

Perhaps the Nation wording is wrong, or what St. Ange said is off.

But the Tourism Industry in Seychelles is in "serious" dire straits, from my meetings with the Trade, it was understood that if the President took the portfolio, then St. Ange would have immediate access to Michel, to deal with the serious problems, seriously fast.

Because this Industry is in serious trouble, whether Nation reports on it or not.

We are in mid July, a peak period, and hotels on Praslin La Digue and Mahe are operating at 35% 45% occupancy. That is a problem and it is serious.

So let us see what Michel does about it as Minister of Tourism.

We will know the results soon enough.

Numbers do not lie, especially the recievable ones. One can fake arrivals, but you cannot fake what is banked in commercial banks.

Mr Gill Chris, i am unsure (referring to your comment about St Ange) how one, can distant oneself from an organisation and yet remains as Treasurer of that organisation?

Mr St Ange present position is that akin to a Civil Servant. SNP has for long clamoured for taking out politics of the Civil Service. They should lead by example i.e St Ange resigns as STB CEO or as SNP Treasurer.

The above should be done as a matter of principle.

Mr St Ange has undoubtly deliverred in a very short period of time what Belmont were unable to do in thirty-four years,now michel has taken over the ministry to continue the same sailing course as belmont we will go aground.

Should we not be putting pressure of Michel rather who doesn't have any qualification in anything less in the tourism industry and ask him to handle over this Ministry to someone competent with experience ?After all this is the main source of the country's revenue it should be well-managed.

I believe the fundamental point is this:

Neither Michel, or St. Ange, should be playing politics with the Tourism Industry.

If they do, they will hear from us.

What Michel did on Praslin for 2 days, and SBC for 3 nights, is politics. He claims Praslin is booming when it is not. This is politics. He claims Tourism is a success when it is really a struggle.

If Michel wants to do something quickly to improve tourism do this:

1. drop Air Seychelles domestic flight prices from Mahe to Praslin for Tourists

2. Get Employment to stop harassing Hotels on Praslin and La Digue with needless paper work and useless assessments.

3. Drop the Vallai De Mai and National Parks entrance and landing fees. All Visitors complain about the rip off prices.

4. Get serious on crime, instead of passing the buck to Irish Army Sergreant, Scully.

True that the posting of St. Ange is a step in the right direction and that tourism marketing has an incubation period; however, I do not see any financial results yet apart from some restructuring by St. Ange. Mr. Gill has confirmed this with the occupancy figures he just stated for the current peak period in Seychelles. In addition, it is nice to say we have x amount of occupancy, but what is the real revenue/yield we are bringing in? Where is the revenue being banked? Where is this revenue coming from? Can't we do better?

So far there have been only promotions and road shows. All costs.

The real issue is the pricing strategy for package deals between the hotels and the airlines (especially Air Seychelles who should ideally be in a key position to benefit), in relation to a good partnership with agents for Seychelles tourism to improve. And of course one has to ask, do the people managing and owning hotels in Seychelles really know what they are doing, in terms of the complete customer cycle? There are so many things that need fixing.

At the same time, we need quality individuals in key positions oversees and STB head office who have the trade experience and educational qualifications to properly represent Seychelles. We do not need wallflowers and people with connections.

It's fine to have "Tourism Ambassadors", but are they able to or even trained to do a good job? Will they not deter or even provide a bad service/false info to the trade, which in the end the real trade professionals (whom we should have employed in the first place) will have to clean up after them? I'm not too much sold on this idea. Sounds like a lot of friends getting titles to me. The logic is not there for me. For example, why is there more than one “Tourism Ambassador” in Dubai compared to, only one “Ambassador” in larger countries where we get more tourists from? I thought the word Ambassador implied one person.

We are now opening and re-opening many tourism offices such as the UK office and it is rumored a new office in Abu Dhabi as well. Again word on the street is that this new Abu Dhabi office will be managed by an ex- cabin crew who was asked to leave Air Seychelles based on negative circumstances. With all due respect to cabin crews, I hope St Ange does the right thing here. Is this the type of person we want to represent Seychelles? Where are our standards? Is my tax money contributing to this decision and cost as well?

I'm sure there are many more examples.

As the new CEO, I do sincerely hope St. Ange is not lead astray by politics and favors.

He should of course resign from SNP politics if he is to stay the CEO of STB.

Overall , time will tell.

He has my support but the tourism web is very tangled . He needs all our support so that he makes good, professional business decisions that is in the interest of Seychelles.

The soul of the problem remains PP refusal to alter its direction.That starts with michel,who should give this ministry to be operated by professionals.Moreover it seems that Michel is obsessed by Arabs that why he wanted to open a office there,while we all know that Arabs are not the kind of tourists who will neccessary bring back our tourism industry out of the woods . For example Arabs do not go in a pub or bar .Instead of aiming at countries like Germany,France and other European countries Pp does exactly the reverse.Unless there is new blood at the helm of this ministry our tourism industry would remain static regardless of the good intentions and hard work of Mr. St Ange,D'Offay and others. Their hands are tied by Pp's stubborn actions.Things that are stubborn are difficult to move,deal with or move.

In the end the question is:

Should St Ange overnight be removed and replaced by any other person under Michel, would the organisation structure and leadership be the most effective and economical one? Would we argue and complain? Remember it is not about strong individual(s), but about strong institutions.

I also agree with much of the concern of writer B who questions the quality and standard of the tourism ambassadors and the likely consequences and impacts of any of their incompetence. I marginally trust there has been a transparent and fair process of selection based on qualifications, skills and experiences, rather than family ties and contacts! Is it the case, because I do find some family blood ties!!

In the end , their success will not be really accounted by what we are writing and debating but by the real differences they would bring, not only in the short term as we usually know is the kind of strategy adopted by SPP but also more in the medium and long term. Therefore, we just have to find out very soon.

Just had a chat with a relative that had just been in Seychelles for a short visit together with some 'pti rasin' and a guest from abroad. They took the Cat Cocos to La Digue for a few days and the shock was enormous when the tickets had to be purchased:

Price for the ticket for our foreign guest was around 5x greater than for the Seychellois!!!!! 5 bloody times more for a guest than for a local. Now I wonder what James Michel would say if he had to pay 5 times more than an Arab for a service on one of his visits to UAE. To me that is just disgraceful and disrespectful to our guests be they EU citizens, Indians, Chinese or Americans.

Coral Strand was pretty empty, the new hotel at Port Launay(can't remember the name) was renting out its rooms atr guest house prices just to cover costs and generally low occupancy was being felt hard on most local establishments. La Digue on the othyer hand was on the brink of over-development due to too many hotels. Now with so much competition we all know why Gregoire wants to sell out. Oh yes, even tourists are disgusted by Khalifa's misplaced palace which has become a thorn in the eye of most people.

Good work Tourism Board!

Just to add some comments following Patrick X:

I was on a short holiday on one of the very famous inner islands and I was grossly shocked by the quality and variety of food and drinks available compared to its sky-high prices. I was simply thinking of dropping off the island as soon as possible and I could just imagine what nonsense this implies for the tourist. This simple experience shows the most likely behaviour of normal tourist which is SHORT STAYS and EXIT as soon as possible or GO TO MALDIVES NEXT TIME.
Then again these are just more evidence to the very old questions and problems. NOTHING NEW, NOTHING HAS CHANGED AT THE GROUND LEVEL.
The new approach in tourism will come to its time, but we have not solved the core root problems. Focus is on the fruits but not the root problem which is simply TOO EXPENSIVE DESTINATION COMPARED TO MANY OTHER SMALL ISLAND AND COASTAL COUNTRIES also basking in sunshine, blue turquoise waters and white sandy beaches.. I have much more to write on this issue focusing on other dimensions of the problem, but for now I will leave this problem to the entrusted respective specialist in their fields to work on their approach (learning by doing or sailing the boat while building it) to shape the differences they ought to achieve.

Bottom line is that Seychellois/tourists are ripped off in the Seychelles tourism establishments and related services.

Seychelles is NOT UNIQUE. The Maldives, Thailand, Mauritius, the Caribean (anybody who has watched TRAVEL CHANNEL available on Intelvision) will realise that there many other places boasting sun and sea. What differentiates us is our price, a price which many feel ripped off because it does not equal to quality. A bottle of water in ALL tourism establishment will set you back not less than 3 US Dollars. A meal anything between 45-75 US Dollars.

I am just stating what has been said many times by many others. Seychelles is too expensive! If we do not shape up, tourism will go the same way the fishing industry is going!

Seychelles was unique before, but since Michel_pp have started allowing the wild and environmental destructive constructions around the land,the country has been put in the same group as those you mentioned and if we let PP continues on the same course our country then would probably ends up in the group of Zimbabwe.

I very much doubt that we'll reach Zimbabwe level or get anywhere that close, but Seychelles will become a playground for the filthy rich who will exploit iut for what it's worth and leave peanuts for the locals, but gold dust for the leaders.

In short, the toourism policy has FAILED grossly as our leaders have been betting on the wrong horse(or should I say camel?). We can brag about interest from India, China and South Korea, but the truth is that visitors from those countries will not help the economical situation much as ,ong as only a mere 30 percent of the turnover goes through the CBS. Why? Because when the got made deals with those huge hotels they neglected the part of the contract known as 'terms and conditions' because the only terms and conditions they were picky about where the ones concerning their personal gain.
