Seychelles Communists Cloud of Failure Over Paradise

Sometimes I hate to say things because, they turn out to be true. I don’t know where this canning ability came from, but it has been with me most of my life, even when I was a child. I learned early on that I had to put it to use for good and not allow it to become a tool for evil.

For years I have written about the grave water problems in Seychelles. PUC has been under financed for years and even decades, three to be exact.

After the last elections in 2006, the SPPF Communists brought in French advisors from Suez Group, who were close friends of the late Michel Tretout, ex-ambassador from France, disgraced Fabrike, a shareholder in Casino hypermarket project to make assessments that local engineers had already made, and charged us Sr. 125 Million for a Two (2) year contract.

That money which was part of a greater scam, could have gone to replacing 50 year old rusting pipes that are responsible for the 85% leakage and loss of water being transferred from sources, to treatment plant to dam and consumer.

The 85% leakage for a public utility agency is poor performance and consequently, the PUC does not meet the 18% acceptable leakage rate to qualify for international financial assistance. That is why the water leaks and road breaking and repairing go on and on and on and we get less water every year. PL Communists ignored the water problem for decades. Today, we pay the price for this gross failure.

The La Gogue Dam was built in the Mancham era, funded by the British, as was the Rochon Dam. Nothing has been done since to expand these dams or build new ones, and nothing has been done on Praslin to create a dam, though a natural dam exists. But the Communists use it to house a few terrapin turtles and some guppies, in case they ever need a voter. Smartest President in the world James Michel made the statement of they year last year when he quipped that "why build a dam when there is no rain water to put in it"!

Red Says Buildings Do Not Drink Water!

For years I have said that large hotel projects will not benefit Seychelles and we will risk losing her charm and unique beauty as the concrete jungles go up and adequate water supply is not captured and stocked.

Communists the world over, love to cut ribbons and set foundation stones. In Seychelles, they are not an exception. They cut every ribbon, lay every single foundation stone. It is as if they are the only ones that can do anything. They do this to divert the public’s attention to their real failures that affect us all.

While they build and push construction, we not only have gone bankrupt as a state, but now in 2011, the grand failures of these poorly conceptualized  projects  now glares over the most beautiful islands in the world, in great failure and great sacrifice to the natural beauty of Seychelles, something we always knew we had to protect and even our Constitution recognizes this inseparable obligation of the people to nature.

1.     Shangri La Hotel on Long Island has been at a near stand still for over Two (2) years now. On occasion a little macadam is moved from the depot area on the left side to the right side. No water provision has been made for this project. Bungalows are not roofed and cement block skeletons grace this island in the St. Anne Marine Park, and there is no water source on the island to support such a foul idea.


2.     Eden Island is plunking along, but is showing signs of desperation, as the extended dry season sent the landscaper to the yards of Providence Industrial next door, looking for water tanks that were never installed. This project is single handedly responsible for the drying up of La Gogue Dam to low levels more then any other residential hotel project. La Gogue was at 45% capacity yesterday. In Thirty (30) days La Gogue will drop to 12% if no rain fall is registered and IOT may close, Seybrew may stop making beer, but Eden Island will still continue building? PUC should have Eden Island source its own water with its own desalination plants and its own storage, but how will it do that, when it is in front of a marine park?

3.     The Raffles Resort blunder has shown its grand failure now. Since it has opened, few guests have turned up. Those that have turned up have registered their complaints on travel blogs. As much as 450 workers are fed Four (4) times a day and the hotel is reportedly losing $600,000.00 per month. Locals line up along the road at night to drink beer, play music and watch the guests take a dip in publicly displayed dipping pools, as they try in vain to enjoy their evenings at the ill conceived concrete jungle monstrosity in the heart of Praslin.

It has been rumored that Prince Talal blames the marketing department for the folly. But no marketing effort will be able to retrieve this ill conceived hotel project that had green lights before designs were even presented to the Planning Authority. Another Communist basket case approval.

Praslin has struggled with water supply to accommodate the 450 -500 new workers, and demand drawn by Raffles. Yet Raffles has not contributed substantially to improving the water situation on Praslin.  It has all been a big free ride, so to speak. They have destroyed some water sources, other hotels used in the dry season, and tapped into rivers, without PUC prior approval.

As a direct consequence of PUC failure to deliver water effectively to Seychelles, blue, green, grey barrels are turning up every where, and anywhere, and ruining the natural beauty of the islands. The tanks have a look of desperation to them and send alarm bells out in the minds of visitors.

The Communists actively encourage this practice, instead of coming up with proposals and tax rebates to place tanks under ground. State House itself will be graced with different color tanks in no time.

I visited a number of hotels this week, and found polyethylene pipes all over the place, as hoteliers battled to get secondary water sources. Seychelles has sufficient water supplies, we should never have been in this situation.

Countless families are going to sleep at night throughout Seychelles, without enough water to bathe. Some use bottles to bathe and keep up hygiene. Our children are reporting to hospital with flu and other related symptoms.

This is a signature failure of the SPPF PL Communists. The situation is not temporary as they will have us believe. It has been ongoing in parts of North Mahe for over One (1) year. In La Misere now, it is pushing Two (2) years, an area that always had water, but for the gross negligence of ASCON the contractor of Sheikh Khalifa Bin Zayed Al Nayan.

The Communists love desalination plants. In early 2000 decade, they bought a number of them before Rene retired and they were over invoiced. The technicians brought in said they would be costly to run and maintain. They were right. The existing desalination plants have been not functioning at 100% capacity, but perhaps 50% capacity or less, due to filter and pump maintenance issues.


At the run up to the Presidential Elections, sham elect President James Michel,  picked up the phone and called Sheikh Khalifa Bin Zayed al Nayan, autocrat ruler of UAE and asked for help with more desalination plants.

Sheikh Khalifa, always the willing friend of Michel for obvious reasons, sent out Three (3) new plants being installed, to restore capacity of production to what the existing plants should produce if they were maintained properly. Sheikh Khalifa could have sent some pump parts and membrane filters by DHL , and it would have had the same effect in capacity for water production.

As this water crisis cuts into our lives, families will suffer greatly. The economy will suffer greatly, our image as a destination will suffer, and in the end, we will all collectively, pay the price for 34 years of failed policy to address the water demands of Seychelles.

This criminal-president (he is only president because he bought votes) thinks he can tell us how to behave. Did he not notice the pool of blood of innocent Seychellois that he was standing in when he was talking ? I certainly did.

He is only trying to talk tough because he knows he cannot change the constitution without the support of the opposition.

PL is bringing a bill to the national assembly to set up an electoral commission. It knows that SNP is against the president appointing the chairman of the commission. PL does not have the required two-thirds majority. Are they planning to stop 1 or 2 SNP MNAs from attending that session ?

Govinden (bless his red cotton socks) says that the constitution is being changed now because we were not ready for an electoral commission before. We were ready for a one-man electoral commissioner, e.g. Gappy, but not an electoral commission.

We were ready for one-party state on 5 June 1977. But we are so immature that democracy has to be drip-fed to us.

Article 91(2) of the Constitution:

A Bill to alter this Constitution shall ... not be passed by the National Assembly unless it is supported by
the votes of not less than two-thirds of the number of members of the Assembly at any
stage ... the Bill as a whole is put to the vote in

Strictly speaking this means that the absence of SNP MNAs will still deprive PL of the "two-thirds of the number of members of the Assembly".

Why should anyone say that Article 91 means two-thirds of members present and voting ?

To me, article 96(1) clarifies article 91(2).

Under article 91(2) (which deals with amendments to the constitution), a two-thirds majority of the members of national assembly is required. 23 votes needed, against PL's 22 (the baboon in the speaker chair can't vote).

Non-constitutional matters before the national assembly need a majority of members present and voting. 18 votes needed.

Brigitte, a casting vote is needed when there is a tie of 50% for each side. Say 16-16 on a motion. Then the speaker can decide which side wins.

Guy Adam is still softening us up for huge post-election fuel price increases.

He says we are in arrears for fuel payments and Total is in town to find out why. According to Adam, if Total thinks fuel prices are not high enough, they will cut off lines of credit. Total must be more powerful than the IMF to be able to dictate fuel prices.

Total is in town. IMF is in town. God help us.

We store Total's petrol for the region. We have our own tankers to carry fuel. Yet we are about to be hit with massive blows at the pumps.

The vote in the National Assembly will be a rare defeat for PL and a rare victory for the opposition. I can't wait to see Herminie's face when he says the motion has been defeated.

The question is -- why is PL putting forward the motion if it does have the votes ? why is PL setting itself up to fail ? PL is used to buying votes, except these 11 votes.

I am intrigued.

Shite, i just re-read. Total will find that the Government has been subsidising fuel cost. I don't know of any other country subsiding fuel cost. If subsiding stops - which is looking more likely cause Total's not a non-profit organisation - we're gonna cry.

It seems Adam is saying there should have been some price rises before the elections but they were put off, and he can't put them off any longer. He needs to make more money to fill in his coffers. He probably called in Total to beef up his case.

He has just spent millions on his new and swanky offices. Apart from putting off price rises, how else did Sepec contribute to PL's election war chest. Total is not interested in this. IMF should be, but they may never get to the bottom of it.

Mancham to receive Gusi peace prize ? Mancham may be untiring in attending peace forums overseas.

At home, he is the untiring supporter of a government with an appalling record on human rights. He would not dare speak up against human rights abuses in Seychelles, in case his state privileges are withdrawn. He makes a mockery of the stated principles of Gusi which should have investigated properly this application which may well have come from Glacis sur Mer itself.

SBC did not report on this 'national, newsworthy' event last night. It is not because they do not think Mancham is unworthy of any peace prize. It is possible that they did not find Mancham in a fit state to be interviewed yesterday. A Mancham interview would have been the perfect antidote to Guy Adam's depressing interview in which he was threatening to increase the price of fuel sky high.

We are told there is R50m in the fuel price stabilisation fund, built up when world fuel prices were falling but Sepec did not lower prices in Seychelles. Is that not enough for Guy Adam ?

Adam was pulling faces on SBC yesterday, as if he is disgusted that he has to explain why the government should increase the price of petrol.

We missed an opportunity to hold Adam to account last month. He says Sepec has made a loss on petrol in the last 15 years. Had those fools not voted for Parti Lepep, Adam would today be explaining where Seypec's billions have gone, rather than lecturing us on the need for higher petrol prices.

Guy Adam almost made me cry last night. The poor guy, for over 20 years he has not made a single rupee profit on domestic sales of fuel.SBC gave him close to 15 minutes to pour his heart out. It must have been important for him to do that. Let's brace ourselves, an increase in the price of fuel is just around the corner. But it is also possible that our generous sheikh Khalifa will come to our rescue with a few tanker loads of fuel. Afterall hasn't he given us a hospital, electricity generators, desalination plants,computers, money for the election, wind turbines, plane rides to go and watch formula 1, etc. And as nothing is for nothing,I'm dreading to think what we're giving him in return.....

SBC said there was no national assembly on Tuesday and therefore no programme on Friday. The next one is likely to discuss amending the constitution, so I would expect SNP to be there.

We do not need Michel an autocrate to teach us about democracy,he just do not the difinition,if he would he probably would not had use an AK47 to force Pp on power.

The best way to pressure and deligitimize Pp is in fact a complete boycott.

As to the amendment of electoral law,it is true that Pp would be defeated and its propsal rejected especially when the changes are being made without consultation and by the same system who disrespect the rule of law and our constitution.But the other thing is that in fact Pp would like that the motion is rejected for it would allow Pp to continue with the same status quo that is manipulation of votes,votes buying,biased and independent electoral commision and so forth.The solution is simply unite and boycott the Assembly unless geniune changes are done and in order that changes are genuine it must involve all parties and society :there cannot be genuine change when a one party system dictates the condidtions.

The thrue is that oil of the world market has went done for the last few month it would have been interesting that ADAM explains to us now does he get those figures.What about SEPEC ?We were told a few months ago that since this year SEPEC has made important profit of course whithout publishing any records but only what Guy ADAM gave them a figures without any checks.And since we on oil,may ADAm can tell us what kinds of dubious deals he has made unilaterally without consultation with those fantom oil comapnies that he had already leasted to a 100 % to foreigners.

Solution to reduce the use of fosil fuel Put solar palnes on each house hold.it would probably reduce the use of fuel by half if not three quatres.

Oil prices hiked in all countries apart from seychelles, seychelles is the only country - as far as i know - whose oil prices never peaked when we were having the oil crisis.

I do not understand what has happened to the country overnight. As late as 5 June 2011, we were being told everything was rosy and to prepare ourselves for a lift-off to "en nouvo Seychelles". Sheikh Khalifa had solved all our problems.

2 weeks later, and less than 4 years 11 months before the next presidential elections (who is counting anyway ?), Misel lays bare the full extent of our problems.

It is as if supporters of Parti Lepep have elected RIP VAN WINKLE as president who has found, upon rousing from his 20-year sleep, that Seychelles is a broken country.

And if the judiciary is slow, who appointed slow-witted Brassel Adeline to it ? Rip Van Winkle ?

The Chief justice is right to feel aggrieved by James Michel's criticisms of the judiciary.

Guy Adam gives good entertainment as he pulls faces and breaks sweat, trying to explain to us why his petrol prices move in one direction only. It is not the first time he has been on TV since the election. He must be starting to think it is hard work putting up petrol prices. And he must think the Greek government is having an easier time sorting out their money problems. But Adam is not a patch on the other captain of our industry that we are starting to miss on the nightly SBC news. David Savy did not break any sweat or bat an eye lid when he came on to explain the never-ending changing of Air Seychelles destinations and the multi-million rupee losses.

I wonder if Air Seychelles problems have been resolved, or whether that is coming up on SBC in our living rooms soon.

If SNP is calling for Boycott,it is because of Chris calling on them to do so.Boycott would have been much more effective if the Opposition woulöd have boycott the election in the first place.But SNP leader refused to do so though it was cristal clear that oppostion defeat was inevitable.The positive thing about all this though is that after the defeat ,the Opposition especially the person of RAM who is quit a stubborn guy decided to listen to what he was told many months in advance by nobody than Chris and we thanks God that he at last listen to others.Furthermore an Opposition is not merely opposition ot oppose that is one aspect of opposition:Opposition must have propositions,suggestuions and policies different fron the ruling party.For example now they are in the Assembly,they refusing a motion propose by Pp but why they have not making their own poposition of this issues ?
The other point that you must concider4,is the fact that having the opposition rejecting the amendment proposed by Pp is so far so googd,but one must not forget if you do not have a reform that Opposition all want then you would have to satify oneself with what already exist.My point is that, the opposition must boycott what Pp wants to dictate and force them to accept without debates, but opposition must also come up with their own proposition of what they want to see amended,and unless Pp meet those porposals or conditiobns the Boycott must be kept alive until Pp recogniseand accept that things won^t be the same any more.

Radegonde will be an unwise choice. His association with Parti Lepep is all too recent. The executive will propose a candidate, but it is the party conference that will pick a leader. SNP has international obligations to ensure the process of choosing a leader is transparent and democratic. It will not be, if someone is being parachuted into the post and the conference being presented with Hobson's choice. Let's start with the party revival as we mean to go on.

DP will be the main beneficiary if Radegonde is leader. Will he attract enough PL supporters to make up ? I doubt it, because PL supporters are not going anywhere as long as PL has money.

SNP did not sound too convincing when talking about the coup d'état and its aftermath. In its communique this week it is using the coup d'état to respond to Michel's criticisms of the opposition in his speech last Saturday. SNP does not sound too convincing given the role of some of its leaders then. Albeit they were in their youth at the time. Radegonde will have a similar problem, but a much bigger one. He will lack conviction criticising PL's record right up to 2006. Radegonde was not just a civil servant who may or may not have agreed with SPPF's politics. He was an
SPPF activist within the civil service. What exactly does he disagree with Parti Lepep on with conviction ?

Wavel and Jean Francois joined or even reformed the opposition because they stopped believing in SPPF.

Radegonde joined the opposition because the SPPF stopped believing in him when he was their STB head in mid-2000.

I am quite surprised that some are painting the SNP & Leaders as democrats. It is Ramkalawan who will choose the next leader, there will be no debate and no campaign as one sees for the leadership of the Lib Dems in UK. Has anyone of you ever read the SNP Constituion? The Constitution provides for a body which selects candidates to stand in the Ex Co elections. This commitee itself is appointed by the leader of the SNP i.e Ramkalawan. The SNP Convention will be presented with only one candidate come September and that is the person choosen by Ramkalawan. At the risk of being called an SNP apologist, a term applied to anyone who disagrees with this self-appointed authority on democracy in SNP, I will correct him. The executive committee proposes candidates to the conference. The party conference elects the leader -- one member, one vote. As party leader, Ramkalawan obviously had influence over the executive committee. Now that he is going, this influence will wane.

How is the SNP way of 'electing' a leader different from the SPPF? Don't you find it sinister that a vetting process is in place for proposing a leader. I disagree with this method because it is undemocratic.

Compare the above method with what obtains in the UK for instance (our model of democracy), in these parties there is a nomination process and withdrawal as long as one meets the basic requirement (membership) one is allowed to stand. There is nothing of the sort that exists in the SNP presently. This kind of 'election' selection process is only found in dictatorship.

The 'members' (i have voted at SNP Convention without ever been a member of that party) should be free to vote for anybody interested to fight for the post.

The process of election is extremely important and is an integral part of democracy, i do not understand why SNP apologist fails to recognise the flaw that exists in the SNP electoral process?

Who in his right mind would dare run for leadership of the SNP when he knows his candidature can be blocked at the level of the Executive/Nomination Commitee. This Committee incidetally is made up of people who are themselves candidates at the election.

Since 2001 MPs choose 2 candidates and party members choose from these 2.

The last time an opposition party leader tried to slot in his preferred candidate as new party, he came a cropper. It is of course the wretched James Mancham who was last seen pathetically clapping James Michel in Stad Linite -- a piteous sight. Ramkalawan knows what fate awaits failed political engineers.

While we argue whether there is enough popular democracy within SNP, Parti Lepep is working out how to avoid multi-party elections for the district elections that it has promised. Meriton just said that people will be discouraged from standing on party basis. It seems that these elections will be like the one-party state elections for the People's Assembly. We knew that Michel promising more democracy was too good to be true.

Democracy is not perfect but it is the best system we have. The presnt SNP set up has existed since 1992. The party has since 2001 remained more or less at a 40-42% support on average. This i suspect will always be the case as Seychelles appears to be slit in the middle irrespective of who leads the opposition. Don't you think it is right to effect some change or at the very least explore and debate other way of doing things.

My point is let the Leadership of the SNP open, even if we have 2 or 50 candidates let there be a debate and may the best man win. The other candidates having seen the process being fair will have to bow down and give their support to the leader. I have no problem with 'vetting' but is it normal that people who are themselves candiadtes be part of the vetting process?

The way i see it SNP is going to be imposed a Leader in the SNP who has little, if any grassroot support, was totally absent from the 2011 campaign. The danger in that is that this leader will never connect with the man on the street and owe his position by virtue of someone else' support.

Reality is that SNP (the opposition in general) is going to be in the political wilderness for another 15-20 years (unless some miracle happens) the best we can do is set the new Leader along his way with solid democratic credentials i.e a proper democratic campagn and election.

I am sorry you see my ideas as dangerous, we have tried the autocratic way (Ramkalawan's way) we did not win, isn't time we tried the democratic way?

On Wednesday on going home at around 6 pm, i came across 2 SPPF/PL activist: a Central Comittee member and a new candidate for the Nat Ass elections. These guys have won (we all know how) but they are still at it, they never give up on their quest to retain power.

Vox seems to have information that we don't on the new leader of SNP. He knows already that the individual did not participate in the 2011 campaign and "has little or no grassroots support". Vox must know all this because he was himself actively involved in the campaign, participated in the door to door visits,took part in the party's PPB, funded the party, etc. Let him come forward and if he is leader material and has done something other than writing behind this blog, in a democratic process he'll have my vote. Meanwhile,"You either lead or follow. If you're doing neither, SHUT UP".

Vox, like many others on this blog, is what he's accusing others of. You cannot in one breath be calling for "new leadership", "fresh blood" " new ideas" but then cry wolf when you hear somebody "fresh" might put his name forward to be leader of the party and find every reason in the party constitution or elsewhere why he cannot and should not.There is a new set of criteria set everyday. A few days ago it was somebody's active involvement with SPPF until 5 years ago. Then it was the "undemocratic process" by which he COULD be elected. Today I see that a proposed leader should have participated in the last elections. Bar your goodself, dear Vox, this leaves Wavel Ramkalawan, Nicholas Prea, Jean-Francois Ferrari and Roger Mancienne on the SNP side and James Michel, Danny Faure, Marie-Louise Potter and William Herminie on Lepep side. Have your pick my man.

I think Ramkalawan should stay to lead a boycott of the National Assembly elections. Apart from Ferrari, a new leader will be keen to become Leader of the Opposition and enjoy its trappings and that means taking part in the elections. I can see only 4 proportional seats being won anyway -- the party will be reduced to a RUMP in the National Assembly. It will be fatal if the party leader himself does not get directly elected and the only relatively winnable seat is St Louis. Therefore my support will go to the candidate who will espouse a boycott of the coming national assembly elections.
