Ben Carson argues that reform in Seychelles may have come too late as Seychellois head to the polls after the dissolution of the National Assembly.
President James Michel's swearing in ceremony after May's elections.This weekend Seychelles will go to the polls to elect a new National Assembly after President Michel's Parti Lepep led a National Assembly vote to dissolve itself in July this year.
Elections were due to take place in 2012 but the vote means new elections had to be held within 90 days. The dissolution, a sequence of events which began with the idea of reform, were an apparent attempt to make elections more fair and transparent. But the process has ended with a situation where the election may produce a result less representative of political feeling in Seychelles than the presidential elections in May, won by James Michel.
An analysis of this intended electoral reform, and the route to the election, suggests that Seychellois democracy may have instead taken a step backward.
After the presidential election
After the presidential elections in May 2011 it appeared that the newly re-elected President Michel might commit to electoral reform. The presidential elections took place amid allegations of corruption, unfairness and of a lack of transparency. Independent observers made various post-election recommendations. A common theme was the creation of an electoral commission to replace the single electoral commissioner - although observers were complimentary about Hendrick Gappy himself.

In his victory speech Michel said:
“In the New Seychelles we shall continue to put in place and strengthen our legal and institutional frameworks to ensure the progress of our democracy. It is my aim to improve on our achievements and to reinforce the rule of law, good governance and transparency.”
This seemed to suggest that Michel was willing to go ahead with reforms and wanted to improve democracy in Seychelles. Of course, talking about change is not enough. Michel's own government launched a Constitutional Reform Committee in 2008 shortly after the last round of elections which promised much and resulted in little. As a consequence the 2011 elections were were characterised by failures similar to those in the 2006 and 2007 elections.
But Michel has moved more quickly this time. Within weeks of the presidential election a new bill was tabled to create an electoral commission. The bill was presented to the National Assembly but rejected by opposition leader Wavel Ramkalawan and his party, the Seychelles National Party (SNP). However, in a dramatic series of events one member of the SNP - Jane Carpin - crossed the floor to give Parti Lepep the 2/3 of the vote it needed to pass the bill. Michel then tried to dissolve the assembly, again using Carpin's vote to get the number of votes required. But dissolution was temporarily delayed by two appeals to the Constitutional Court arguing that a vote for dissolution had to be scheduled in advance of the vote itself so that members of the assembly could make sure they were present to vote. The appeals were upheld, but a subsequent scheduled vote for dissolution still passed, again with Carpin's vote. This happened despite the fact that Ramkalawan tried to have Carpin removed as a member of the assembly on the grounds that she was chosen by the SNP to be one of their proportionally elected seats rather than being directly elected to the assembly.
A closer look at the 6th Amendment Bill 2011
In a detailed independent observer report the Commonwealth Expert Team elaborated on its recommendation to put in place an electoral commission:
"[O]ur concern is that while [government officials] may very well go through the exercise of establishing such a Commission in fulfilment of our recommendation, the appointees to the Commission must be from a broad cross-section of stakeholders and the appointment process must also be, and be seen to be, a truly independent process."
Whether the appointees to the Commission are "from a broad cross-section of stakeholders" can be questioned. Hendrick Gappy was picked to lead the Commission, and although it will undoubtedly benefit from his experience, a completely fresh start might have been helpful to make sure the appointment process is "seen to be" truly independent. Unfortunately, an in-depth analysis of the independence of each member of the Commission is beyond the scope of this article.
It is important in the long-term to look at how members of the Commission are chosen and whether this is an independent process. This is set out in s.2 (f) of the 6th Amendment Bill 2011 which gives a replacement for Art 115 of the Constitution. The relevant substitute section (S.115 A. (1)) states:
"The Commission shall consist of a Chairperson and four Members all of whom shall be appointed by the President selected from seven candidates … proposed by the Constitutional Appointments Authority …"
The Constitutional Appointments Authority consists of three members, one of whom is chosen by the President and one by the leader of the opposition. Those two members then agree on a chairman - although if no agreement can be made by the members then the president can choose and appoint the chairman himself. It should be apparent that this process gives the president effective control over a majority of appointments to the Constitutional Appointments Authority should he desire it.
The Constitutional Appointments Authority then proposes seven members for the Electoral Commission and the president has a veto over two members (or 30%) of proposed candidates. No veto is given to members of any other party.
From this it seems the process of choosing who will be on the Electoral Commission is compromised at two levels of the selection process, so the substantive reform in the 6th Amendment Bill does not appear to live up to Michel's claims that he will "reinforce the rule of law, good governance and transparency". The reality of reform seems to have been lost along the way.
How the bill came to be passed
It was important to independent observers that the appointment process of the Commission was "seen to be" independent. This ties in with a current problem in Seychelles - the belief that politics is corrupt and a resulting scepticism and fear that reduces democratic legitimacy in the country. We should, therefore, also look at whether the bill is seen to be fair, as well as whether it is fair.
The bill was introduced to the National Assembly and passed with no support from the opposition, except for Carpin. This makes it look like the bill was forced through the assembly rather than passing with unified political will. The lack of support also suggests that a reasonable number of people may think that the bill is unfair. Both of these factors, the apparent force and the lack of support, undermine the image of the bill as fair.
Subsequent political fighting and infighting has also marred perception of the bill. The reaction from Ramkalawan, trying to remove Carpin from the Assembly, and the actions of Carpin herself can both be called into question and serve to make recent events about politics and power rather than substantive reform. Neither the bill, nor the way the bill was made into law, seems to embody a spirit of transparency, good governance, or fairness.
Dissolution of the National Assembly
The content of the 6th Amendment Bill, and the way it came into force, could be excused as merely unfortunate; an example of parties failing to work together effectively and not considering the implications of their actions. At the very least a case could be made that both parties, and individuals such as Carpin, were trying to do what they thought was right in the national interest.
It is more difficult to say the same thing about the dissolution of the assembly.
After succeeding in passing the bill to create a new electoral commission Michel chose to try to dissolve the National Assembly. It is difficult to understand why Michel may have thought dissolving the assembly could be in the national interest.
It could be argued that the Assembly was ineffective due to the SNP's resistance to taking part in the legislative process after the results of the presidential elections which it deemed unfair. However, from Michel's point of view it is still difficult to see why dissolution was the best option for the country. If Michel believes that effectiveness of the Assembly rests in making the laws he believes are right then he should have been content: he could pass laws with his party and the support of Jane Carpin. Perhaps Michel believes it is important to have a rigorous opposition to fuel debate about the laws that are made. But this is a difficult argument to make given that no opposition is adequately prepared to fight an election. Dissolving the Assembly and having an election now will not produce at atmosphere of greater debate. Instead, with the SNP boycotting and several smaller parties likely to split the SNP votes, the Assembly is likely to end up more one-sided than before and with less debate.
So why dissolve the assembly? The obvious answer is in order to win. Michel may have believed that he could guarantee quick and easy victory with a forced election now. A divided opposition has completely collapsed. In its place are several small parties which will fight over and split the votes which would have gone to the SNP, leaving Parti Lepep with a large majority.
The problem with this is not so much the fact that there may have been political reasons at the heart of the decision to dissolve the Assembly. The greater problem is Michel's portrayal of himself as trying to reform the electoral process. How does holding a quick election fit in with Michel's stated desire to reform Seychelles politics into something more democratic, fair and transparent? After elections in 2006 and 2007 Michel promised reform. He failed to deliver. After the presidential elections this year he promised reform and delivered a questionable bill for a new electoral commission. But within days of passing the bill the assembly was dissolved and another election had been forced. Realistically, 90 days is not enough time for a commission to effectively plan and oversee an election.
The single reform which was put in place has therefore been rendered practically ineffective for the current election, even leaving aside all questions of whether the commission is inherently compromised. Yet again an entire electoral cycle will have passed with no effective electoral reform. It therefore has to be questioned whether Michel wants elections that he runs in to be democratically transparent. By Monday we will have to wait another five years - half a decade, until 2016 - for the people of Seychelles to have another chance to speak.
Calling an election because you may win is not undemocratic. But if Michel thought electoral reforms were important, surely he would make sure they were cemented before the election. If he thought the check provided by an opposition party was important he would allow an opposition time to prepare rather than guaranteeing himself five years with a weaker opposition than he has now. The election may not be entirely undemocratic, but the way it has come about raises questions about whether Michel is sincere in speeches where he presents himself as holding democracy and the national interest above all else. He is a politician, and self interest, perhaps, still comes first.

James Michel has been afflicted(if not infected) by the virus that all African leaders have: once in power, do everything to keep it AT WHATEVER COST. Unless they are kicked by the military or popular revolt, on and on and on they want to stay, perpetuating corruption and nepotism.

On outer islands 100% turnout was expected. This is because reluctant voters are hunted down and dragged to the polling station to vote for Parti Lepep by their bosses. A plane is laid on to ferry them to whatever island the ballot boxes are waiting.

On another issue,suddenly everyone is huffing and puffing to ensure that these elections are free and fair. Even the human rights Commission is keeping its offices open today!!! If only all this was done just three short months ago when there were contenders in the elections.
It's good to see it today but it's an over kill when it's only two wings of the same political party "contesting" the election. What are observerst going to tell us? That Parti Lepep was kind to PDM and vice versa?? That it was civil? Would they also tell us that the true opposition in the country did not participate in these elections and were not given adequate airtime on the state media to outline their position?
Very very unlikely. again, this farce will be declared "free & fair", James michel will announce that it is a victory for Seychelles and that we are a shining example to the universe. Life will then carry on as "normal".

ReplyDeleteI was surprised to hear that Jules Hoareau was a Democracy Watch election observer. Earlier in the day I heard him on Radio Seychelles asking people to exercise their "democratic and civic right" to go and vote. I do not suppose he said that in 2008 when Rene and Michel organised a boycott of the Mont Fleuri by-elections. I did then wonder whether his presence was contaminating and strangling this young movement. He may just have been reading an announcement on the radio, but his paid government roles in life are conflicting with what one would expect to be principles of Democracy Watch. Why do Parti Lepep supporters contaminate what should be politically impartial organisations ?
David Pierre is a real CARPETBAGGER. For years he tried unsuccessfully to unseat the SPPF dinosaur at Port Glaud, Ginette Gamatis. Then he moved on to what he thought was a safer and winnable SNP seat at Mont Buxton for the 2012 elections. The demagogue in these elections has decided to capitalise on his SNP past and still stand at Mont Buxton. But this morning he voted at Glacis. Did he vote for Dr Payet (Parti Lepep), as he would have done if there was no boycott ?
Turnout is low so far, by 12 noon. St Louis less than 20%. Other places about 25%.

Parti Lepep will be dragging people from their homes and their sick beds to go and vote this afternoon, having failed to do so in the morning. In the next few weeks, number of deaths will rise as a result of these sick people being dragged from their sick beds to have their vote cast for Parti Lepep in the polling booth.

For the long term strategy is that a boycott and a low turnout is still preferable, even if David Pierre gets into the national assembly on the back of a low turnout and just a handful of votes.

The turnout so far must be depressing for Parti Lepep, below 50% in all districts half-way through, unprecedented in the history of Seychelles.

A long term Boycott after this sucessful one should be the normal course to take.This boycott has proven to all skeptics that the opposition when united they can move montains.Why change what works?One can perfect it, but one does not change what works.Keeping the unity mwil pressure PP but PDM will have difficulty in resisting the pressure which as a result, might force Pierre to change side to save his ass thus and reject collaborating with PP ,but that will depend on how the Oppostion proceed after this election.I bet if stayed united PDM will not live long and PP will be the past by 2016.

Those winding voting queues that we are used to seeing in the early voting hours were nowhere to be seen. Turnout still below 50%, almost 3pm.
ReplyDeleteThe ideal result will be 50-55% turnout or, large spoilt votes, David Pierre gets less than 10%. And Parti Lepep wins 25-0 and all proportional seats.
I'll join in their motorcade ! Parti Lepep must be thinking right now whether Michel has started to destroy their once fearsome machine through his incompetence.
Expect Gappy to start rubbishing his own electoral register tonight, telling us how dirty it is and telling us the exact number of dead and fake voters on the list. And a major cleaning-up operation starts on Monday morning !

All reports so far point to low turnout. We might as well enjoy this moment and success, before the official results come out and we find the figures have been fiddled by Gappy.

Our victory ends when Gappy makes the official announcement and gives the official statistics. Who will believe a turnout of more than 60% ? And there are the spoilt votes to come.

The important message to James Michel is that more and more people are losing the fear of Parti Lepep. That's the biggest threat to Parti Lepep's grip on our country.

It seems that thousands have defied this government and boycotted the fake elections. Voting is practically compulsory, if you want to avoid losing your job or social services or being victimised by the government in other ways after the elections.

Guys have you noticed that the results being published on the SBC website makes absolutely no mntion of spoilt votes? None whatsoever. They're simply adding Lepep's and PDM's votes and indicating it as 100% of the votes cast! Very naughty - as usual!

ReplyDeleteMDP failed to win a directly elected seat. The figures show that in many districts, the contest would have been very close. For instance, the opposition would have won Anse Etoile.
Over 20,000 have boycotted -- 90% of opposition supporters. It has been a success. That's the headline. We cannot be ignored.
We're back into one-party system. What a resounding victory for Seychelles and its democracy.

Spoilt votes count in calculating proportional seats. There were massive spoilt votes. So David Pierre got 7.42% only of votes cast. Therefore NO SEAT for Pierre.

Gappy has declared the results. Pierre might have to go to court to get the proportional seat that he thinks he deserves.
ReplyDeleteIn the past there were few spoilt votes. Valid votes and votes cast were about the same and would have made no difference to the proportional seats calculation.
Pierre was relying on fear to get people to go and vote. Well people did go and vote and spoilt their votes, thus denying Pierre the 10% of votes cast. Fear has been a double-edged sword for Pierre.
From preliminary figures, it looks like although turnout was announced with much fanfare at over 70%, the spoilt votes spoilt all the fun.

We can calculate spoilt votes from the information given by Gappy.
ReplyDeleteParti Lepep got 31,123 votes (60.32% of votes cast).
That means there were 51,600 voters who went to vote.
Total valid votes given by Gappy are 35,145.
That means 16,500 people went to vote and spoilt their vote. David Pierre must think these were his SILENT ASSASSINS ! As the results were being announced throughout the night, it was becoming obvious that spoilt votes were massive.
With the lower turnout, over 22,000 of the opposition May voters boycotted these fake elections.
Michel will have nightmare about the number of people who felt they had to vote and spoilt their vote. Wisely, as it happened. Otherwise, Pierre would have got one seat.
There were 1600 spoilt votes in May 2011.

ReplyDeleteDavid Pierre's whole political philosophy is based on spiting Ramkalawan because he was not appointed vice presidential nominee.
ReplyDeleteHe made a big show of saying that he accepts the result. Big deal. Parti Lepep won over 80% and over 90% in all districts except Mont Buxton. He has been well trounced.
But he promptly disputed the Electoral Commission's calculation of proportional seats, claiming he has been denied a seat and would have won if Gappy excluded those who spoilt their votes.
David Pierre has accused the opposition of dirty tricks and denying him seats in the national assembly. But he is full of praises for Michel and Parti Lepep.

It is possible Gappy got the calculation of proportional seats wrong, by using votes cast and not valid votes. In which case, horror, horror, by Monday David Pierre will get a seat in the national assembly. I think Gappy will be happy to correct himself, especially after Michel said he would have been happy for PDM to win some seats.
ReplyDeleteIt is possible that when the calculations for proportional seats are recalculated based on valid votes cast, Pierre will end up with at least 1 seat or possibly 2 seats, because he has polled more than 8%. He may yet have his love-in with Parti Lepep in the national assembly. It will look fishy but Gappy may have failed to realise that the thousands of spoilt votes this time make a difference to the way he has done his calculations in the past.

The only way Gappy can be right is if voting for both candidates is not a spoilt/rejected vote under election law, because there is nothing stopping a voter voting for 2 candidates. The vote is not counted for either candidate but is still a valid vote ! Any views ? If Gappy does not give Pierre a seat, Parti Lepep judges will.

ReplyDeleteIf David Pierre gets that seat back, his presence at official functions and on SBC as "leader of the opposition in the national assembly" will be a constant reminder of the successful boycott that made Michel shake on election night and why there is only one non-Parti Lepep and so-called opposition MNA in the national assembly. He needed to get at least 25% to be a legitimate opposition in place of SNP. He failed miserably. In some districts, PL has better results than in the one-party state era. That humiliation is hardly going to matter with Pierre, as he is determined to show Michel that he is not Ramkalawan and he has changed since he left SNP.

Only 50.63% of voters on the register voted for either Pierre or Michel. Yes, the combined vote for PDM/PL is just over 50% of the voters register.

This assembly has been voted in by 50.63% of voters on the register. That is really low for Seychelles. The boycott bit hard. Very low turnout in the morning. Those who went to vote in the afternoon just spoilt their vote, while PL was perking up about the turnout increasing. No wonder Pierre was complaining about the boycott. Michel looked depressed. He would be overjoyed if he had achieved this result over SNP. His attempt to nurse a compliant opposition has been rejected. With Parti Lepep's vote down by 1000, there must be suspicions that some of that has been gifted o David Pierre.
The fight for democracy is alive and well and has not been damaged by Pierre's paltry vote and pitiful performance following his act of treachery. Even if he is awarded a seat, the national assembly is still a joke.
Don't mess about with democracy. Either one-party state or fully functioning democracy.
Michel made an ass of himself by not acknowledging the independent candidate at the results ceremony. He was full of praise for David Pierre though. His fake democratic credentials were exposed under pressure. Voters made him sweat for most of the day by the prospect of low turnout. Then he was hit with news of thousands of spoilt votes, making Pierre's votes look like spare change in these elections. The fact that thousands and thousands arrived at the polling stations and consciously refused to vote for David Pierre should worry Michel. It was to be expected that those opposition supporters who do go and vote will vote for one candidate, not all of them and humiliate Michel's own opposition party. After all, PDM was banking on voters being too afraid not to vote.

What a sweet victory for the opposition? That Jackass had been defeated at his own game and own rules.
ReplyDeleteNow we will have one of the strongest united opposition in this country with the three most respected opposition leaders of today and other interested leader they have to join the rank and gain respect so that they will be able to play an active role as everybody is invited. If David Pierre is given a seat in the assembly this will be a another fatal mistake by lepep and this will anger the supporters even more and it will have a synergistic effect of further strengthen the opposition.
Say like Michel mantra goes the people has spoken but the people has spoken directly to Michel by rejecting his political maneuver to select an opposition for us as they have been doing in all his supposedly independent members of different commissions in the Seychelles.
Michel is in his dreams by trying to ignore the real opposition because they are opening the eye of the seychelloise people to all his lies and deception.
By looking at this results it is obvious that a united opposition can unseat that evil empire of lepep only if we remain loyal to our causes and work in the interest of the Seychelloise people.
The victory for freedom loving Seychelloise. By not disclosing the actual figures of spoiled votes by Gappy further questions his integrity and independence. What is there for Gappy to lose by disclosing the actual spoiled votes?
Anyway thanks to god that even an P6 student will be able to calculate the number of spoil votes. We do not need Schrodinger equation to do that.
It very looks like David Pierre will achieve his life long dream and become Leader of a phantom opposition.

Good reasoning from Gill. Do not make of fool of our victory with motorcade. This victory is ours nobody will be able to take that away from us. There is a need to reorganised ourselves and starting protesting so that our plight can be heard internationally and pressure will be applied on the corrupt system to make tangible democratic reform. We have win the war but we need to keep on fighting that great battle which could credited to all the opposition leaders and the freedom loving Seychelloises who have refused to be part of the corrupt, immoral and evil empire of lepep.

ReplyDeleteThe thing about Fraud is this: once you embark on an act of fraud, one must commit numerous frauds to prevent the exposure of the underlying fraud.
We expect this.
But we will challenge any effort to not count spoilt votes "as votes cast" to determine proportional representation. Even the Church said cast your vote and spoil it if you are unhappy.
This will expose the PL and PDM to further conspiracy, and if the courts get dragged into it, then so be it, all the structures of state will be shown to be in conspiracy to deny People of Seychelles Democracy. It will expose the Election Commission as well, that, Mr. Gappy cannot afford to risk at this time.
All and all,that sounds just like a one party state. Right now, we are ok with that, because our first step has been met: 1. we have exposed the PL regime to the international community to being a one party rouge state. It is not a democratic government as they attempt to assert.
Today, no western power can endorse and continue to assist this rouge communist state. We will expose their political leadership if they do.
The country is divided, and the longer Michel sticks to this road of faking an opposition, the worse impact the division will have on the viability of the state as it faces a major economic downturn Michel could not dream of in his wildest dreams.
My advise to Michel is this: denounce this fake opposition and come clean now. Bury Pierre and company, as they are your creation, suggested, by Danny Faure, to discredit you.

They are working out how to recalculate proportional seats. Don't be surprised if we now have a team of experts to do this job, whereas in the past a one-man electoral commissioner was enough. The procedure for changing the result is unclear, as Gappy has already made the announcement. Will they make Gappy admit he made a mistake to save Pierre ? Or will they ask Pierre to go to Court instead ?

ReplyDeleteSpoilt votes are spoilt in as much as they do not clearly give an indication of the intention of the voter, to choose a candidate.
A spoilt vote is a "cast vote".
Hence it must be counted in the total number of cast votes to determine proportional seat representation based on 10% per seat.
There is no such thing as a Seychelles version of spoilt votes that differs from other democracies.
To give Pierre a seat will only help our cause of showing that the opposition is fielded and a fake one.
This will only help us prove our case that Seychelles is in fact a dejure one party state. Which it is.
PL is in a twist. They need to break away from their fraud tactics, now, today.
If they do not, they risk the stability of Seychelles, and any hope that Seychelles can face the severe economic downturn about to tsunami us. When this downturn hits, there will be only PL MNA's to hang and PL.
It will be much worse then anything we have seen since 1931 and it will outlive even F.A. Rene, who is responsible directly, for a fraction of our debt. Michel is directly responsible for most of it.That is due in 2012.

I would like to know where in the constitution or election law it says you have to vote for just one candidate and not all of them, to cast a valid vote. Obviously if you have voted for more than one candidate, no candidate gets your vote. But you have still validly cast a vote, if you have complied with the constitution and the law on voting.
ReplyDeleteIf they change the results now, it will make the whole process even less credible. It will prove what the opposition have been saying for years, that the results are determined by Parti Lepep.
The calculation may have been wrong in the past, but it made little difference then with much much fewer spoilt votes.
Michel only responds to international pressure and how he is seen internationally, to project a democratic image. He will have to tread carefully about how he gets Pierre in the national assembly.
The constitution says "valid votes cast". If you have voted for both candidates, was that casting a valid vote ? Presumably Gappy knows. He is has been there for years and is paid well enough. He has attended elections overseas where the issue may have come up. He made a point to say that votes cast should be used on the night, so it was not a clerical error in the calculation. But will he be made to accept he was wrong by greater powers than the Electoral Commission ?
ReplyDeleteFancy Michel crying that "the opposition" did not get a few seats. He fumbled his speech with the shock. He obviously knows he can manipulate Pierre now. Pierre was hardly "civilised" to Michel and PL in the last assembly. Something must have changed since April. He has learnt a lesson that he should not play around with democracy and try to influence or decide who represents the 45% that is implacably opposed to him in this country. On the night, Pierre continued to bash the opposition and its leadership , as he has done during the campaign. That will endear him to Parti Lepep government but not the opposition.

Intelligence you acquire through life long experiences mostly in the university of life. David Pierre is a clear example of that. He thought that talking big in public and hiding his immoral promiscuous activities and his greed for money in search for self opulence made him an intelligent person. This was the greatest deception of the false prophet of democracy that David Pierre is. He has been exposed big time. Others who has faltered along the way but they have kept their core principle that is to recalibrate themselves and keep on fighting for real democracy. Anonthy Dejacque is a casing point he had his disagreement with the SNP leadership but he did not do anything that Carpin and David Pierre did to my knowledge that is publicly to suggest otherwise.

As i mention before, under my statement of a United Republic of Seychelles, we need to see what is good in the heart of every seychellois and see what is good for seychelles. The result show 49% of the registered voter have opposed this election,this is a message that No one should be ingored. In this result PL only scored 46% of the eligible voters in this country, this is also a message that 'The people had spoken. The Government must quickly find new ways of doing things; we must set up an indepedent democracy reform Institution, represententive must be across the board with different views and present their proposition to the goverment'this must be done by seychellois for seychellois' we must start soon because the water out there is boiling and sonner reaching the boiling point. Unitted Republic of Seychelles will soon make its contribution in this country for the love of Seychelles.....there is time for everything 'this is the time' seychellois/e can make decision when given the chance and choices never underestimate this nation.
Please don't insult your bothers and sisters lets us start talking positively, this is what we want in this New Seychelles.

Opposition supporters will be looking for new leaders. Those that did not blot their copy-book in these critical times, can expect to be called upon to lead, having demonstrated their conviction and commitment to the real opposition. They will do so knowing they have the full, unquestioned support of opposition supporters as they rebuild the opposition and prepare it for victory. There is a solid base of opposition supporters in this country, for whom voting for Parti Lepep is a criminal act.
ReplyDeleteThis country is still divided into 2 opposing camps. Parti Lepep together with Pierre failed to win more than 50% of the voters on the register in 13 districts, despite being allowed to run virtually unopposed. They got less than 40% in St Louis. Slightly over 40% at Mont Fleuri, Glacis, Bel Ombre, Beau Vallon. Under 50% in places like Anse aux Pins, Anse Etoile, Au Cap, Grand Anse Mahe, Grand Anse Praslin, Plaisance and Takamaka.
This national assembly does not represent the will of the people. The twist of the night was the Electoral Commission saying that the real opposition seats have been left empty, after this fake vote. And Pierre publicly crying for one of these seats. He must think Parti Lepep has welshed on him, as it hesitated from tampering with the ballots and Gappy's calculator to give him a seat on the night.
En Nouvo Sesel ? You are not kidding. But not what Michel had in mind. He had better watch his next steps.
If you vote for more than one candidate, your vote is not counted for either candidate. But it does not mean you did not cast a valid vote, if you went to vote.

Whatever happens, no seat for Judas Carpin. Justice ! She will have to rely on Parti Lepep's generosity and gratefulness for a living in the style she has become accustomed to.

ReplyDeleteIf Pierre genuinely believes that he is in the opposition, then he should stop agitating for a measly proportional seat. It will still be shameful and the lowest number of "opposition" MNA since 1993. That is the measure of his monumental failure. Let the fight for democracy continue outside the national assembly. Nothing can be achieved in the national assembly as the last 18 years have shown. He must realise that opposition supporters have overwhelmingly supported the boycott. Even 'spoilt' ballots are 4 times more than his votes, despite the boycott having no access to SBC to campaign for a boycott and both PL and PDM campaigned against the boycott calls. He should give up the feud against Ramkalawan. His feud is holding back progress on democracy. No one believes the crap that he is carrying the democracy mantle.

Thousands of voters are angry at his electoral manipulation. Yet he talks about engaging with the "patriotic movements" only -- more manipulation of democracy.

Ramkalawan has defeated Pierre, just like he despatched Mancham. Both Pierre and Mancham will now be competing for Michel's affections. Michel likes to be surrounded by has-been opposition leaders. This election should show him that this tactic to divide the opposition with his patronage does not impress the ordinary opposition voters. As Pierre will now feel free to openly collaborate with Michel and Faure, he too will be treated as a traitor. Those who put their trust in him yesterday will be disappointed. Pierre is already sounding like Mancham. Not quite sure exactly when he underwent his conversion, but I suspect it is when he was not chosen to be the SNP vice presidential candidate. Pique is eating Pierre up. He is on one long, vicious feud against SNP which he failed to supplant yesterday, despite being aided and abetted by Parti Lepep's fearsome party machinery.

The communique said that Michel needs to engage all stakeholders which unequivocally implies that Mr Gill as well as an credible oppositions leaders. Mr Gill is a leader of the party SFR and his party is legally accepted and is official.

He does not have to offer you any overtures. Gill exposed too well what the Ramkalawan agenda was and he did it with the utmost tact without hurting the BOYCOTT campaign. If anything, without Gill's SFP effort, there would be no BOYCOTT result to speak about.
Who was running into elections when Gill said "NO"? Answer that question.

In line with this, he has tabled Two points in Today interview 2 weeks ago: 1. a call for a Round Table after the elections by Michel, to dialogue a path forward since one party state status that Gill said we will end up with, will hurt Seychelles badly;2. that all parties, which includes SNP, NDP, PL, contemplate the rational behind a Government of Reconstruction down the road. Quite simply, the country will not survive well if divided, as Seychelles takes on the worse economic downturn since WWII.
Ramkalawan has already said he will not entertain that idea. But Boulle will. PL has been silent.
I suggest you SNP Pathetic's grow up, and get a life. You have kept Seychelles backwards along with SPPF for 18 years when you told us you believed Seychelles was a Democracy, and you believed in the ballot box. While you did that, you voted yourselves fat salaries and pensions and forgot about the people. But as someone who has been holding my vomit whilst voting for ramkalawan over the years, because he represented the best chance of removing Pl, i have every right to question the man.
opposition unity? don't get too excited. it is easy to tell people to boycott. there is nothing to lose. but when there is something at stake, then we will judge the strength of that unity.
dont forget it was wavel who destroyed opposition unity by throwing the dp candidate out of the assembly. it was snp who stopped printing weekly.
how 'big' is wavel people?
Gill has been making overtures, and i dont know for what reasons, but wavel has not been big enough to acknowledge this.
Remember people, david pierre and the likes of jane carpin did not drop from the sky. it was wavel kin rod sa bann grenn. And as a leader he should have been able to keep those animals on a leash. Now they have returned to haunt him.
One point we need to also note out of this debacle, seychelles is split right down the middle like it has been pointed out. Even if gill brings 200 vote to the table, it may be significant in the final analysis. Every vote counts from now one.
The plight of Seychellois refugees from the one party state is an issue that has been ignored by the ruling party and it must be taken up.
ReplyDeleteFreedom Party believes that all Seychellois exile have a right to re-integrated into Seychelles society and it is incumbent upon the government of the day, to facilitiate that re integration through providing land for development, making available opportunities for investments, and in some harsh cases, provide adequate compensation for those who have been jailed, exiled openly, by the communist one party regime from 1977-1992.

ReplyDeleteDoes it not warm the cockles of your heart to hear David Pierre, arch traitor and whom Misel wanted to win 1,2 or 3 seats, complain about the Electoral Commission on SBC and threatening to take Gappy to Misel's judges to get a proportional seat ? It did not take long for him to come up against Parti Lepep's one-party state institutions. Misel may have wanted Pierre to become a puppet opposition, but it does not mean Parti Lepep supporters can stomach Pierre or whatever traitors move from SNP to Parti Lepep like St Ange.
ReplyDeleteGappy sounded very happy last night to tell Pierre he did not win any seat, much to Misel's chagrin. Today, Gappy is standing by his interpretation of the electoral law.
On SBC, Pierre is asking for a seat based on precedent, not based on what the people have voted for. Pierre will have to rely on one of the crooked judges to get into the national assembly as a so-called leader of the opposition, no matter that spoilt votes were much more than the votes he got. Some leader of the opposition he wants to be, when he won just 20% at Mont Buxton. Abject failure. All his political games and betrayal have come to nothing. Poetic justice. It is a lesson for all political demagogues. Do not betray the hopes and aspirations of opposition supporters who want to live in decent country. You will be punished, if you do.
16,500 people patiently, silently and with dignity walked to the polling stations to vote for neither Pierre nor Misel. That's conviction in opposition politics. That's what sunk Pierre. And he has no dignity at all, as he now scraps around for a decision from a corrupted Parti Lepep judge to get into the national assembly by the back door to represent an opposition electorate that has clearly rejected him.

Now that Gappy has made the announcement of the election results, Pierre will find (like Dhanjee did ) there are very few legal grounds available to challenge Gappy's decision. There also may not be a remedy available, requiring Gappy to recalculate proportional seats. More embarrassment ahead for the Parti Lepep government and more ignominy to be heaped on our so-called maturing democracy, as judges interfere on behalf of the government.

If Michel really wants robust views in the national assembly, he could appoint 6 independent-minded people in PL's proportional seats, rather than bring back the likes of Potter and Herminie who in any case failed the last assembly.

ReplyDeletePDM's candidates will be forever scarred psychologically by the pile of spoilt votes much bigger their own pile of valid votes as the count proceeded, as the scale of the massive rejection of PDM became evident. As Gappy said no seats for PDM, Pierre had his face in his hands and looked at the floor while his accomplices looked at him for an explanation. He can only hope Michel takes pity on him and rewards him handsomely as he is now truly in Parti Lepep. He was right to chuckle when, reading the results for Au Cap, Gappy called Judas Carpin the Parti Lepep candidate. It was what the 15,600 who spoilt their votes thought of all PDM candidates, including David Pierre himself.

An opposition that won one, two or three seats. That's what Pierre was promising. But we have news for Michel. We are fighting to win power, by getting electoral and democratic reforms first. ReplyDeleteI had to double check twice this evening that I was in fact watching SBC. Almost did not recognise it. Whether it was to impress the foreign election observers still around, SBC this evening provided one of their most balanced reports ever whilst reporting and analysing the election results.
ReplyDeleteSADC's statement also was loud and clear for James Michel.
It follows that the majority of Seychellois are gving James Michel the time to bring in the reforms but that Seychellois' patience has a limit.James Michel better tread carefully if he does not want this country to turn into another Egypt.
From what SBC showed tonight, Gappy was right to use votes cast and not valid votes. Pierre will not get in the national assembly.
ReplyDeleteWhile saying he accepts the results (to please Michel), Pierre then went on to dispute Gappy's allocation of seats and threatened legal action. He is now looking stupid and a sore loser. His ambition to replace Ramkalawan as leader of opposition on the back of a handful of votes has vanished.
The point is that the constitution was amended in 1996 (when SPPF had more than two-thirds majority) to change from valid votes to votes cast. From the document SBC showed, there is no room for misinterpretation.
PDM was relying on fear to force people to go to vote, thinking once in the polling booth opposition supporters will vote for PDM. Some may have done that, rather than spoil their vote.
But I am still marvelled at the fact that 16,500 went to the polling stations and each one of them decided to spoil their vote. Had these people stayed away, Pierre would today be leader of the opposition.
As a cherry on the cake, the boycott has cut the national assembly down in size from 34 seats to 31 seats. The successful boycott forced 3 proportional seats to be left empty for 5 years, if the assembly lasts that long. We now have a diminished one-party assembly.
All in all, it has worked out just fine. Michel did not get what he wanted. Pierre did not get what he craved for. The United Boycott got what it wanted. Guess who won, then !
Michel put the cart before the horse, by engineering the dissolution of the assembly and calling elections before electoral reforms. He now needs to let the Electoral Commission come up with reforms. These should be enacted by this disgraced assembly and fresh and democratic elections called soon after.
SBC let the SADC woman speak. There was no creole translation. There were some criticisms of the state of democracy. Let us hope they make it to the final report. Perhaps SBC ran out of time for a translation.

We all have our differences and our views on one opposition leader or another but it should not prevent us from looking at the bigger picture. The bigger picture today is putting as much pressure as possible on James michel to bring about the constitutional changes that we need. This is bigger than Wavel Ramkalawan and Chistopher Gill combined.
