While the election commission was grappling with the reality of the Constitution of Seychelles being abrogated and the imminent death of the Third Republic under PL, State House announced late last week that Abu Dhabi government officials were in Seychelles to present us a master plan for the smallest capital in the world, the capital of Seychellois national pride, dignity, identity…..Victoria.
The Delegation Was Bigger Than a Football Team
The delegation James Michel received on our behalf was bigger than a football team. It included the Abu Dhabi Director General of Planning Authority and a plethora of underlings.

Expo 2020?
What ever happened to the Sr. 22 Million Expo 2020? Was not that the expo of all expos that showed the new developments for the city of Victoria? I visited the International Conference Center where the expo was hosted a couple of months ago. All the makkets and props were stuffed in a corner collecting dust. Sr. 20 Million in expenses and now it all collects dust. No follow up. Just a fancy show, parade everyone in, lights, action, put on a show, then puff, shut it down, collect the money, run like hell! And don't forget Danny Faure just went to the Assembly to ask for some Sr. 2 plus million rupees to pay for the Expo electricity bill. Talk about taking the Seychellois people for fools!
What About Qualified Seychellois Doing The Master Plan?
Why has James Michel not had qualified Seychellois contribute to a master plan and do it? That may sound like a hair brained idea to Mr. Michel, but it sounds like a reasonable and highly plausible idea to many Seychellois. We are not all meant to carry guns and shoot at our fellow brothers and sisters.
Michel - If Seychellois are not good at Planning, how about an Arab President as well?
Some of us, can actually develop a master plan. Some could probably do it better then Abu Dhabi . One question though, I must ask Mr. Michel, what makes Abu Dhabi people qualified to do this job and Seychellois, not? You know, I use to write papers for these chaps in university. I am a Seychellois. Surely, we have capable Seychelles who can do this job? Lablache? Payet? Didon? Ernesta? Houreau? Chaka? Dogley? Malvina? St. Ange? Pool? Banane? Michel? Herminie? Decomarmond? Prea? Pragassen? Chung- tave? Dhanjee? Mancienne? Bibi? Even some Savy have brains. The list goes on and on. You get my point Mr. Michel?
I have been receiving reports that numerous properties are up for grabs by Abu Dhabi in the coming weeks. This includes ex-Beachcomber Resort Praslin location which was stolen from the Masons, as well as St. Anne Resort as we must not forget that Francis Savy received the island for one rupee, courtesy of Stepdad Albert Rene and one Joel Morgan then Minister responsible. Raffles Praslin is also up for grabs. The Victoria Waterfront property which was highly marketed at the 2020 Expo and which had been promised to the likes of the Seychelles Yacht Club and Marine Charter for further development is now earmarked for Arab investors. Properties all over South Mahe , even the defunct Emirates Cap Ternay Project is soon to find new Arab owners. The list is daunting. What exactly is going through James Michel mind to sell interests in Seychelles to basically one family and country? Is he of sound mind?
Desperate Men Take Desperate Measures
Mr. Michel recently took over the Tourism portfolio. But he has not done much with it and we have not seen him do much with it except to increase State House' travel budget at the expense of taxpapers money. It is depressing to say the least. If anything, he has helped to destroy Tourism since he took over. It has been in my opinion, a little like the boy taking a toy and smashing it into a wall because he did not know how to wind it up. To make Tourism work, all players need to be engaged in a real way, and the playing field must not be said to be level, but it must actually be so.
Our most important Ministry needs a leader with vision, not a President who thinks he knows it all. Why does he not simply hand over the tourism portfolio over to Alain St. Ange who is doing all the work anyway? Surely St. Ange cannot do any worse than Michel.

Surprisingly, many people do not know that Mr. Michel has taken over the portfolio for Planning, Lands and Land Use and Habitat. It is here where, we must be afraid, be very afraid, because Mr. Michel will sell anything he can likely, under his “Sesel Pou ARAB”- policy!
But Michel's know-it-all and Arab-loving policies will surely backfire one day in the future as the Seychellois people have been watching the Arab Spring with great passion and are simply tired of being lied and manipulated. The death of Gadhafi on Thursday is a grim reminder of what happens to despotic and corrupt leaders who believe a country, its people and its resources belong to them.
Just remember the trick statement he made when he took office: “Judge me by my actions” and then he said: “I am President of all Seychellois”.
I guess a lot of passports will be sold in UAE over the coming months.

Weekly also mentioned the sale of our land to Arabs, as well as the illegal sale of Maison Du Peuple to Danny Faure and Parti Lepep, when this was a gift of the Algerian Government to the people of Seychelles. I guess Danny and James think Seychelles and its people belong to them, so they can buy and sell us whenever they feel like it.

Back to James Michel's "book".I hope that the chinese version explains what his english ersion did not: example, how could he be sleeping around with a girl half his age whilst he was still married to Ninette, how his son Jude was shot dead,what role he played in the disappearances and other murders that have happened during the past 40 years since he "liberated" us in 1977.The truth must be told.
The truth about Michel's son's death will be told in the zulu version of the book and his sleeping around in the urdu version. He plans to tell us about the other murders and disappearances in a special publication in tagalog. So keep watching this space.

In Ukraine, parties need 3% of total votes cast to get representation in parliament. "Spoilt votes are taken into account" in total votes cast.
Wikipedia -- In the Ukrainian elections of March 2006, for which there was a 3% threshold, one party, People's Opposition Bloc of Natalia Vitrenko, received over 3% of the formal vote but failed to obtain 3% of the overall vote (which includes informal ballot papers, i.e. votes that are blank or incorrectly filled out).
Sounds like exactly what happened to Pierre when he failed to achieve the 10% threshold of votes cast.
Again, it shows there is a distinction between votes cast and valid votes. Govinden is tell us no such distinction exists.

The Seychelles Constitution sets a threshold of 10%. Unlike what Govinden is saying, it is not unusual for countries to set a threshold based on total votes cast (valid votes, spoilt votes, protest votes)
The constitution then goes to say how many proportional seats have been won by a party , i.e. provided the threshold has been met. It is 1 seat for each 10% of votes polled.
Furthermore, we know that the threshold was set at 10% to stop a party getting a proportional seat if it has polled just a few votes. Unlike what Pierre is saying, he has not been dealt an injustice. It is what the constitution says and it is what Rene wanted when he amended the constitution in 1996 to stop Ramkalawan.
Pierre keeps saying that he has been dealt another injustice because seats were allocated on valid votes in the past. He has no evidence for that. He has been told he is wrong by the Electoral Commission. In fact, the allocation of seats in elections from 1998 is consistent with allocation based on total votes cast. He is being deceitful, because there is a lot at stake for him personally. That is, Leader of the Opposition on the back of just 3828 votes out of an electorate of 70,000 and more and on the back of a comprehensive defeat at the polls.
David Pierre should lobby his paymaster James Michel to amend the constitution that now they have an overall majority in the wonderland parliament and then he should ask him to call a fresh parliamentary election so that his childhood dream can be satisfied.That is becoming the leader of the opposition. He should be a man as Wavel did in 1993 in the parliamentary election when he overcame the dictator's threshold. Work your ass David Pierre if you want glory. Pierre’s power-hungry bid to enter the dud national assembly runs into more difficulties
Pierre’s last-minute bid to get back into the national assembly on the back of a boycott of the polls by the opposition was foiled by thousands of protest votes. He polled 3828 votes, a tally which must have included a sizeable number of Parti Lepep’s rent-a-vote. Since then, Pierre has been hoping Parti Lepep judges would give him what the opposition voters wisely denied him. After all, these judges have a sickening habit of giving Parti Lepep what it wants. Make no mistake. Parti Lepep wants David Pierre as Leader of Opposition. The message has been passed to the judges in no uncertain terms. Yesterday, it must have come as a shock to Pierre that Parti Lepep’s wish met with resistance from two judges. The manhunt for the elusive seat of Leader of Opposition moves to the Court of Appeal, leaving in its wake more damage to the reputation of the Attorney General and Sri Lankan Judge Burhan.
What’s Burhan up to ?
Pierre has no case for a proportionate seat at all. Morally. Constitutionally. Or in the interests of natural justice, as he argues. In fact it would be a travesty of moral renaissance, our much abused constitution and natural justice to give him a seat in the national assembly after that resounding rejection at the polls by those who also reject Parti Lepep.
There is a wide inconsistency in the various arguments being put forward by those who support David Pierre’s petition. Judge Burhan, Govinden, Hoareau and Pierre himself make different arguments. That shows how flimsy their case is.
From what we heard on SBC, Judge Burhan has not even bothered to explain his support for David Pierre. He has dictated that “total votes cast” means “valid votes cast”. That is quite clearly nonsense, as these two terms have different meanings in English and in election terminology. He had to explain why he thought the constitution meant “total valid votes cast” when it clearly says “total votes cast”. The judge failed to do that. Pending a reading of his full judgement, I find his decision despicable. We must remember that the Sri Lankan judge and Parti Lepep government go back a long way. He was a magistrate under SPPF. He was appointed a judge in 2008 and he perhaps has an eye on a contract renewal. He has oodles of reasons to try to please Parti Lepep through his decisions and this judgement does not dispel any of these reasons.
Govinden wades in to muddy the water
Pierre has made a consistent argument, but a false argument. He argues that in the past the calculation for proportionate seats was based on valid votes. He has not a shred of evidence to support his assertion. The facts show otherwise. The facts support the Electoral Commission. His call for natural justice and consistency is absurd.
Govinden argues that it is absurd to use valid votes to elect directly elected members and “another method” to elect proportional members. He speaks of confusion in a dramatic way. The only one putting confusion in the constitution is the Attorney General himself. He is fighting for Pierre because he knows that Michel wants him to support Pierre. He is twisting the facts and arguments to please Parti Lepep. He cannot be seen as an impassioned interpreter of the constitution. He is a disgrace. The constitution clearly makes provision for two separate systems for electing MNAs (directly elected and proportionately elected). A few months ago, he was telling judges that their job was to interpret the constitution and not to rewrite the constitution. Now he is asking judges to rewrite the constitution because a rewrite suits him in this case.
Govinden acts a fathead
It is clear that directly elected MNAs are elected under the well-understood first-past-the-post (i.e. the winner is the one with the most votes) system. A spoilt vote is excluded because it is not clear which candidate should get this vote. Under this system, only valid votes are counted for the candidates. That's logic.
Proportionate members are elected under a different system, clearly set out in that infamous amendment to the constitution in 1996. It is the application of this system that is at issue, not whether one system should be used for all MNAs as Govinden is saying.
It is possible for an MNA to be directly elected with less than 10% of the votes. This can happen if there are, say, 12 candidates standing in a district. In such a situation, the constitution does not say that someone needs to get 10% to get elected. The candidate with most votes wins.
But the constitution clearly says that no MNA can be elected on a proportionate basis unless their party has polled at least 10% of the total votes cast.
The issue is whether the constitution means all ballot papers placed in ballot boxes or just the valid votes (i.e. ballot papers where the voter has expressed a clear preference for one of the candidates). It is breathtaking that Govinden – the Attorney General – cannot grasp this issue. He too was intriguingly sued by Pierre. He has won and he is criticising the judges. How hard is he working at being a fathead ?
Constitution is clear -- 10% of all voters
Commonsense says “total votes cast” means all valid ballot papers in the ballot boxes. Commonsense says that there is a clear distinction between “total votes cast” and "total valid votes cast”. As the lawyer for the Electoral Commission says, one (total votes cast) is numerically higher than the other (total valid votes cast). Pierre had to prove otherwise to show that he had met the threshold of 10% stipulated in the constitution. His lawyer, Basil Hoareau, is the only one who came close to addressing the issue. But even he concedes that the constitution talks of all votes (valid and invalid). He argues that we should refer to the Election Act for further clarification. However, the Election Act explains how to count votes for directly elected members. It makes sense that all spoilt votes should be excluded before counting the votes for each candidate. For spoilt votes, the voters have not voted for any specific candidate. This provision of the Election Act does not clarify the constitution nor does it replace the constitution. The Election Act does not deal with the calculation of the threshold and the allocation of proportionate MNAs. Judge Burham had to explain to us why he thinks otherwise. It is not acceptable for him to insert any word (i.e. “valid”) in constitutional provisions which are otherwise clearly expressed. He is a judge, not a dictator.
Rene’s dirty deed comes back to sink Pierre and Misel
Sometimes it is necessary for us to consider what the legislator had in mind, if the constitution has been badly drafted. We all know why the constitution was changed in 1996. Albert Rene wanted to raise the bar, to stop the United Opposition getting into the National Assembly again in 1998. This was done by making it more difficult to get 10% of votes. Before the amendment, Ramkalawan got into the National Assembly with less than 10% under the original constitutional provisions. If the amendment had been in place n 1993, Ramkalawan would not have been elected as a proportionate member. It is quite clear that the National Assembly wanted to raise the bar in 1996. That explains why the constitutional amendment speaks clearly and unequivocally about “10% of total votes cast” as the threshold that must be met to qualify for a proportionate seat. That’s a higher threshold than that in the original constitution and it would have prevented Ramkalawan getting into the National Assembly had it been in place in 1993. That was also what Rene had in mind. They can wheel him in court to explain what he was doing. The constitution is clear on the threshold Pierre had to meet to get a seat. It is not two-toned like Pierre’s noggin.

I am afraid that we have bought the misery on ourselves as a nation. We should get Michel broadcasting cooperation to stop bringing hypocrites and false prophets to come and debate important issues publicly on Tv because some of them are rotten to the core that all these debates are useless because people listening to them know that they are blatant liars who condone and some even practice these very evil act that they are preaching about.

In any other country, people would be putting pressure on their administrators, be they city council, local government or national government to act. It was closed down because of insufficient qualified people to run it! Yes, we are indeed unique. You have an institution with insufficient qualified people and INSTEAD OF LOOKING FOR PERSONNEL AND TRAIN THEM, YOU CLOSE IT DOWN!!!Only in the Seychelles of Jj can you hear such crap.
The human and financial resources of Seychelles, in view of its size, will always be limited. There may not be much that anyone can do about this.What we need to do however is look at our needs and PRIORITISE.What should we spend our limited funds on: community centres or clinics?Jeeps for presidential security or ambulance? Ambassies all over the world or doctors and nurses?

Agreement by Heads of Government regarding the Eminent Persons Group report

In welcoming the report of the Eminent Persons Group (EPG), and thanking its members for their outstanding work, Heads of Government:
- Noted that the EPG’s recommendations relating to the Commonwealth Ministerial Action Group (CMAG) were consistent with the CMAG reforms adopted at this Commonwealth Heads of Government Meeting;
- Adopted without reservation a further 30 recommendations;
- Adopted, subject to consideration of financial implications, 12 further recommendations;
- Asked a Task Force of Ministers to provide more detailed advice on 43 other recommendations to Foreign Ministers at their September 2012 meeting in New York, as a basis for further decision by Heads; and
- Deemed, for a variety of reasons, 11 of the recommendations inappropriate for adoption.
Against this background, attached is a list of the adopted recommendations, and those subject to further consideration and advice.
Here's one recommendation that was not accepted by the Commonwealth.
R2 A Commonwealth Commissioner for Democracy, the Rule of Law
and Human Rights should be appointed to provide well researched
and reliable information simultaneously to the Secretary-General
and the Chairperson of the Commonwealth Ministerial Action
Group (CMAG) on serious or persistent violations of democracy, the
rule of law and human rights in member states, and to indicate
approaches for remedial action.
Other recommendations that the Commonwealth found too much to accept. Heads of state/government have asked for more information to consider !!??

To ensure that there is sufficient and effective capacity to carry out these observation functions, the Secretariat should: (i) in the lead up to elections
identified as potentially problematic, establish and maintain at least three deployment-ready observer teams made up of individuals with relevant
political and administrative experience, comprised of a regionally representative group and staffed by both the Secretariat and competent electoral
officials from CW countries; and (ii) review on a regular basis the availability of such teams as a ready-to-deploy facility
Where an adverse report is made by a CW Observer Group concerning a significant aspect of a general election, a report should be made by the SG to
CMAG immediately and a joint course of action adopted. The Secretariat should systematically follow-up the implementation of the recommendations
made by the CW Observer Groups so that observed deficiencies can be rectified well in time for the next electoral cycle, and be provided the necessary
resources for this purpose. Member governments, for their part, should demonstrate their commitment and willingness to address deficiencies
identified by CW Observer Groups in timely fashion before an ensuing election.
The remit of the CW Democracy Observer Missions should be expanded to include an assessment of the adequacy of institutional and operational
arrangements for post-election political transition and to advise the SG on actions that may be required to improve such arrangements and to ensure that political transitions respect the results of elections.
One or more CW governments, preferably of developing member states, should consider establishing an Academy for Democracy and Electoral training
for governments, elections commissions, and civil society organisations on a fee-for-service basis. If established, the Academy should work cooperatively with the Network of CW Electoral Management Bodies established by the Secretariat.
All the recommendations on democracy and free and fair elections were either deemed "inappropriate for adoption" and rejected outright or kicked into the long grass by asking for more information in a year's time.
Recommendation below not accepted. More information requested.
The CW should broaden its election observation mandate beyond the existing period (which is now ordinarily two weeks prior to the date on which the
elections are held). The Secretariat should provide CW Democracy Observer Teams that arrive in some strength, optimally two months in advance of a
planned election day (where this is possible), or where the election is called suddenly, as close as possible to the date on which the election is called to
meet electoral officials, political parties and civil society to ensure, through promotion and engagement, an open and democratic electoral process
leading up to, including, and following, election day.

There's a surprise. The Commonwealth refuses to improve election monitoring. I suspect in our case the election observers would be on a 2-month beach holiday, instead of just a few days as is the case at the moment.
These recommendations on elections by the Commonwealth Eminent Persons Group are what SNP have been asking for. Surprise, surprise !!! They have been rejected.
The Commonwealth wants to give the impression that they are doing something to remain relevant. The Emminent Persons Group did a very good work.But as usual in these circumstances, you bring in politicians (the heads of state) and nothing is as straight forward anymore.
It'll be interesting to see what Michel's view is on the issue.

It would be a pity if Wavel was to go now in this stage of the game. For the dynamics and strategy so far pushed forward by the Alliance composed of Ralph, Philippe and Wavel have clearly been the winning factor for the opposition stance taken recently. These three men are beating Parti Lepep with brains and strategy far more than they ever imagined. (The words of an "observer" who I respect)and which I share.
Christopher and Jean Paul if they are aspiring politicians have shot themselves in the foot in their determination to destroy SNP through their leaders. A big mistake! They would have been better at forming a non-political movement to expose corruption if that was their motive and in doing so, won more respect. They are immature and vindictive. Their recent statements to expose everyone NDP, SNP and Boulle are indications that their parallel motivation is to try and bring down all the politicians in the game right now because they are being left out in the Alliance bloc.
Vox is right on many points, but I do not agree that in this interim stage Wavel should go. Not just yet!! The trio, (Ralph, Wavel and Phillippe) are doing a great job because all three have been in this struggle far longer than many and have matured in their perspective and abilities. One could argue that there may be others suitable, but do we really need armchair politicians right now who are unable and unwilling to take the risks. It is a pity that the Alliance had not taken this strategy a few months ago, but we should not cry over spilt milk and maybe even having done so we cannot guarantee that things would have turned in our favour.
Should they continue to be attuned, consistent and forceful in their strategy, we can have a lot going for Seychelles to achieve real and genuine democracy. What a pity it would be not to avail ourselves of what is now obviously working. Neither does Gervais Henrie, Nichola Prea Mark Hoareau, Sylvestre Radegonde have the abilities or astute leadership qualities to lead SNP or the opposition to successfully follow through the transition stage which we are going through to achieve real changes for Seychelles unfortunatly or more still to stand against Lepep's cunning manoeuvres.
I am not suggesting that SNP does not need drastic changes within its leadership structure, but the circumstances which necessitated this some time back, have now been overtaken by different events. If this was to happen as good and competent individuals they may be in their own fields, now is not the time to introduce new men in the field with no proven political "stuff" for we will find ourselves set back many years and the damage may be irreparable in lost momentum and wrong decisions made through lack of political foresight. There could be a proposition by SNP that Wavel continues until the reforms are completed after such time the SNP can decide on a strategy to participate in the next presidential elections hopefully continuing to work with the opposition Alliance.

I would even go so far as to suggest that Wavel is re-elected to see through reforms but that new officials are appointed to the Executive Committee of the SNP, so that Wavel would no longer be surrounded by the same old guards, so that new blood could be integrated in the party to see it forward. Since the EC officers are going to be elected this is an opportunity for those sincere and committed to the ideals of the party to bring about some changes while using Wavel's experience to complete the reform process.

Ramkalawan has said that their will be an SNP convention to retain a new leadership but his actions says otherwise.
Wavel has fully committed himself into the electoral reform and will be seating at that table for so to happen, the catch here is the reform magnitude will most probably break ground somewhere in January or February but Ramkalawan instead of notifying his executive committee of what lies ahead at these meeting to debate before committing to any proposal he is still taking it to himself to go ahead without consent.
Remember the removal of Derjaques single handedly he wrote the letter to have him removed.
Ramka will never resign on contrary i heard he is going to run for leadership in the convention and is already campaigning with his die hard by money and favor exchange to remain as leadership.

Currently in Seychelles politics all the oppositions have been taken for fools by SPPF/LEPEP but it became worst because opposition leaders were too accommodating with the LEPEP leadership. We are here today to celebrate the 39th anniversary of the Alfateh of the September Revolution and the Government and people of Seychelles are proud and jubilant in joining the Government and people of Libya in commemorating this glorious day.
I would like to avail of this opportunity to convey a message of congratulations from President James Michel, the Government and people of Seychelles to President Muammar Al Gadhafi and to the Libyan Government and people our warm congratulations.
Excellency,
Since the establishment of diplomatic relations between Libya and Seychelles in 1976, our two countries have maintained very good relations.
I have no doubt that the future will bear testimony to a further development of these excellent ties.
Seychelles and Libya share common goals in strengthening our development in this age of globalisation.
We are pleased that the Libyan authorities have decided to reopen its diplomatic mission and have physical presence in Seychelles.
This surely augurs well for our future cooperation.
At this junction, I would like to acknowledge the dedication and effort being contributed by Libya to make African countries move together with boldness and help further strengthen our countries' social fabric and national cohesion.

Seychelles President James Michel is undertaking a one-day official visit to Libya at the invitation of Colonal Muammar al-Gaddafi, the leader and guide of the Revolution.
President Michel will be meeting with his counterpart to further enhance the bilateral relations between the two countries. It is to be recalled that the Libyan government announced in February the cancellation of 50 percent of Seychelles’ debt and the rescheduling of the remainder on favorable terms.
During the high level talks, the two leaders are expected to discuss matters of mutual importance such as the further development of the African Union, as well as the continued threat of piracy.
The President will be accompanied by the Secretary of State in the Office of the President, Mr. Jean-Paul Adam, and Mr. Charles Sorry, First Secretary in the Ministry of Foreign Affairs.
Seychelles’ Executive Director at the African Development Bank, Mr. Peter Sinon, will also be joining the President in Tripoli from his current base at ADB Headquarters in Tunis.
The following statement has been issued today by the Seychelles Minister for Foreign Affairs, Mr. Jean-Paul Adam:
The government of Seychelles has taken steps to recognize the Resident Embassy of Libya in Seychelles as the diplomatic representatives of the Transitional National Council as the governing authority of Libya.
Following months of violence and devastation, the government feels that the Transitional National Council (TNC) authorities are the best placed to represent the interests of the Libyan people and help the country take the necessary steps to achieving democracy.
The government stands firmly by principals of democratic elections, but as Libya has no electoral mechanisms in place, it feels that, given the process should be Libyan lead, the best custodian of that progression is the TNC.
The Libyan people are faced with a humanitarian crisis and remaining difficult times ahead; in order for the international community to assist the people in a quick and decisive manner, such steps to establish diplomatic channels with the governing authorities are necessary. The government feels that delaying this process is not in the best interest of the people, and it is duty-bound to encourage the stabilization process as best it can.
The government remains steadfast in its condemnation of violence against innocent civilians and sincerely hopes that this new phase of Libya’s transition to democracy is one of peace, reconciliation, and national unity, prioritizing the needs of its people above all else.
